corene.chakenatho@tinker.af.mil. The 38 Logistics Squadron intends to
procure on a sole source basis a lease of the telecommunication cable
plant and associated services to include operation and maintenance
services for Holloman AFB NM. The intended contractor is US WEST
Communications, Inc. US WEST Communications, Inc shall provide all of
the following services at Holloman AFB as follows: (1) operation and
maintenance of all equipment and assets used to facilitate the
transmission of telecommunications information from building terminal
to building terminal within the campus environment of Holloman AFB and
(2) provide new cable additions as necessary. The equipment that makes
up the required outside cable plant facilities includes all of the
embedded, buried, and aerial cable; the installed equipment needed to
maintain connectivity to that cable; and the existing terminals
installed in several locations on the base. The period of performance
will be from 1 Jan 2000 through 30 Jun 2000 or until the buy-out of the
cable plant, whichever occurs first. The primary place of performance
will be at Holloman AFB. This sole source acquisition is justified
under 10 USC 2304 (c) (1). It has been determined the required services
are available only from the original source, US WEST Communications,
Inc, as this is a modification to extend the existing contract for the
continued provision of these highly specialized services, and it is
likely that award to any other source would result in substantial
duplication of cost to the Government that is not expected to be
recovered through competition. The incumbent vendor owns the cable
currently installed, requires no additional start-up cost, is familiar
with the needs of the Air Force, and has trained, qualified
technicians on hand to perform the required services. Note 22. Posted
