International Development is contemplating award of up to seven
purchase orders for the services of retired USAID Foreign Service
Officers and/or former employees who can demonstrate a similar
understanding of how USAID functions in Washington and in the field who
are located within the Washington, D.C. metro-commuting area only to
serve as development coaches for new entrants. The first class of New
Entrant Professionals (NEP's) came on-board in September 1999.
Additional classes are scheduled to start in February 2000, September
2000 and February 2001. The primary purpose of each coach will be to
assist new entrants in defining and meeting career-training goals prior
to receiving their first overseas duty assignments within 4 to 24
months of coming on-board. New coaches will receive training (4 days)
at the beginning of February 2000; participate in the second week
(commence on or about February 10, 2000) of the NEP orientation by
providing general assistance and giving brief talks about their USAID
foreign service experiences; and, in the third week assist NEP's and
NEP supervisors in the development of individual training plans (ITP).
Other coach responsibilities will include (but not limited to):
leading and or participating in future coach training programs;
developing individual training plans for future NEP classes; tracking
the progress of assigned new entrants; identifying obstacles that may
impede an entrant's progress toward career goals and making
recommendations for problem resolution; providing general
mentoring-type assistance throughout the training period in Washington,
D.C.; and providing input to the NEP's annual performance evaluation
(due 3/31/01). The performance period is anticipated to be February 1,
2000 through April 15, 2001. The USAID will follow Federal Acquisition
Regulation Part 13, Simplified Acquisition Procedures, in preparing the
solicitation and awards for this support. Competition is anticipated to
be limited to retired USAID Foreign Service officers and/or former
employees who can demonstrate a similar understanding of how USAID
functions in Washington and in the field who are located within the
Washington, D.C. metro-commuting area only. A solicitation will be
issued not less than ten calendar (10) days from the issuance of this
