This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; firm-fixed-price quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a sole source Request for Quotation (RFQ) in accordance with FAR Paragraph 13.106-1(b). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. This solicitation is a 100% small business set-aside in accordance with FAR Subsection 19.502-2. The Standard Industrial Classification Code is 7389. The small business size standard is $5.0 M. Contract Line Item Number 0001 is for Naval Small Craft Instruction and Technical Training School (NAVSCIATTS) Administrative and Logistical Support Services, 12 month period of performance from 01 January 2000 through 31 December 2000. The scope of this effort is set forth in the following Statement of Work: 1.0 SCOPE The Naval Small Craft Instruction and Technical Training School (NAVSCIATTS) requires administrative and logistical support services in training students of the Allied and friendly maritime forces. Program Budget Decision (PBD) 715, Panama Canal Treaty Implementation and Counterdrug Program, 21 DEC 98, assigned responsibility to US Special Operations Command (USSOCOM) to reestablish NAVSCIATTS at the John C. Stennis Space Center in Hancock County, Mississippi. In support of this effort, Commander, Naval Special Warfare Command (COMNAVSPECWARCOM) is designated executive agent for this requirement and Naval Special Warfare Center (NAVSPECWARCEN) as its agent. NAVSPECWARCEN requires a contractor to provide administrative and logistical support services in the implementation and administration of this requirement. 2.0 APPLICABLE DOCUMENTS None 3.0 REQUIREMENTS 3.1 The Contractor shall maintain and deliver: 3.1.1 Student Training Records for approximately 400 students per year 3.1.2 Multilingual Student Guides and Pamphlets in color for approximately 400 students per year 3.1.3 Multilingual Student Orientation Briefing for approximately 400 students per year, per course (at the beginning of each course). Student Orientation Briefings shall be in MS PowerPoint format. 3.1.4 Multilingual Graduation Invitation, Program and Certificate for approximately 400 students per year 3.2 The Contractor shall provide support services in implementing the International Military Education and Training Program (IMETP). The Contractor shall coordinate all assigned quotas with the Naval Education and Training Security Assistance Field Activity (NETSAFA) and NAVSPECWARCEN's Student Control Department. The Contractor shall schedule appropriate courses to meet training objectives of foreign countries. The Contractor shall process incoming students and complete registration requirements in accordance with prescribed instructions. The Contractor shall coordinate all logistical requirements of the students, including airport receptions; ID cards; payroll requirements; and travel vouchers 3.3 Contractor personnel shall be: 3.3.1 Fluent in written and spoken English and Spanish 3.3.2 Graduates of the Security Assistance Management Course -- Training Officer (SAM-TO) 3.3.3 Experienced in working with foreign students enrolled in Navy technical training courses, including the management of visas, foreign currency conversions and public relations 3.3.4 Experienced in working with the IMETP, especially DoD student control systems such as Naval Integrated Training Resource and Administration System (NITRAS), Catalog of Naval Training (CANTRAC), and the U.S. Services Military Articles and Services Listing 3.3.5 Experienced in working with Military Advisors from foreign countries, especially cultural/regional specifics and social customs of Latin American and Caribbean Island countries 3.3.6 Knowledgeable of prior NAVSCIATTS operationsand the Training Program Management Review hosted by USSOCOM 3.3.7 Eligible to obtain and maintain a DoD security clearance at the SECRET level 3.4 The Contractor shall manage a Student Morale and Welfare System, including information on personal problem solving resolutions; student rights; student responsibilities; and student privileges. The Contractor shall conduct multi-lingual presentations on the Student Morale and Welfare System for approximately 400 incoming students per year. The presentation shall be summarized in MS PowerPoint and pre-approved by NAVSPECWARCEN. 3.5 The Contractor shall coordinate graduation ceremonies in accordance with NAVSPECWARCEN and NAVSCIATTS instructions. 3.6 The Contractor may be required to travel OCONUS, including South America; Central America; and Malaysia. 3.7 The Contractor may be required to access material classified at the SECRET level. 3.8 The Contractor shall establish a work site at the John C. Stennis Space Center and maintain regular staff working hours, 0730—1700 local time, five days per week, Monday through Friday, except for authorized federal holidays. 3.9 The Contractor shall provide automated data processing equipment and all necessary software to manage student information. Equipment shall be capable of high-quality printing of deliverables identified in 3.1 above and compatible with NAVSCIATTS information systems and software. The Contractor shall be responsible for all maintenance of this equipment. The Government will provide office space, office furniture, and telephone and facsimile machine. -END OF SOW- Place of performance and acceptance is F.O.B. Naval Small Craft Instruction and Technical Training School (NAVSCIATTS), MISAAP Complex, Building # 9312, John C. Stennis Space Center, Hancock County, Mississippi 39529. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items, applies to this procurement. The provision at FAR 52.212-2, Evaluation -- Commercial Items, does not apply to this solicitation, as this procurement is being conducted under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its quotation. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this procurement. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items, applies to this procurement. Under FAR Clause 52.212-5, the following clauses apply: 52.203-6; 52.219-8; 52.219-14; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; and 52.232-33.
