S -- - NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT. Notice of intent to negotiate a sole source contract for the Channel Islands National Marine Sanctuary (CINMS). Purpose of contract is to 1) develop and create a CINMS homepage, 2) enhance and maintain weather kiosk, 3) develop and enhance existing information and document exchange for the CINMS web site, the Internet and new and emerging technologies, 4) maintain and ensure security of web site, compliance with NOAA guidelines, and copyright laws, 5) maintain online databases, and 6) provide the CINMS management with monthly reports. The proposed contractor was a partner in the original development of the Weather Kiosk and has been instrumental in developing the CINMS web page. CINMS is currently undergoing its Congressionally mandated management plan review, and the Sanctuary Advisory Council is an integral part of this process as well as the marine reserve issue and process. The plan review is a highly complex, divisive, and politically charged process that require an in-depth understanding of the CINMS, its processes, and mission. Proposed contractor possesses the unique knowledge of the Sanctuary Advisory Council, the management plan review process, the marine reserve issues, the various working groups and the subcommittees involved, and has the trust and respect of all involved parties. Further the Weather Kiosk possesses a unique technology and any disruption to this service could be hazardous, as mariners have come to rely on this real-time information.
