Specialist. (541-465-6506) A Request for Proposal to construct two
additions to the McKenzie Ranger Station office on the Willamette
National Forest, McKenzie Ranger District, Lane County, Oregon.
Proposals will be evaluated according to the criteria and relative
weights stated below. Proposals shall be prepared in accordance with
instructions contained within Section L. (A) Technical Evaluation
Criteria (1) PAST PERFORMANCE, Total Points: 40. (a) Quality of
Services: Demonstrated ability to perform services in accordance with
contract specifications. Points: 8. (b) Customer Satisfaction:
Satisfaction of end users with the contractor's completed products and
services. Points: 8. (c) Price Control: Ability to complete contracts
within budget (at or below); reasonableness of price change proposals
submitted; providing current, accurate, and complete billings. Points:
8. (d) Business Management: Effective management, ability to manage
projects involving subcontracts, working relationships with the
Contracting Officer and technicalrepresentatives,
reasonable/cooperative behavior, flexibility, effective contractor
recommended solutions, businesslike concern for the Government's
interests. Points: 8. (e) Timeliness of Performance: Compliance with
delivery schedules; reliability; responsiveness to technical direction;
responsiveness to exchange of documents; and no assessment of
liquidated damages. Points: 8. (2) SCHEDULE OF WORK, Total Points: 35.
(a) Ability to meet performance schedules; realism and reasonableness
of proposed schedule. Points: 20. (b) Ability to exceed the advertised
performance of 270 calendar days (i.e., complete the work in less than
270 days). Points: 15. (3) PAST EXPERIENCE AND QUALIFICATIONS. Total
Points: 25. (a) Past experience completing projects of similar size and
type structure, or larger. The ability to supply qualified resources to
complete projects of this size and type structure, or larger within the
contract period. (B) Price Evaluation Criteria. Price is approximately
equal to all factors combined. It is the Government's intent to assess
the price/cost breakdown to determine (1) reasonableness, and (2)
offeror's understanding of the work and ability to perform the
contract. *A price evaluation will be given to HUBZone small business
concerns in accordance with Federal Acquisitions Regulation 19.1307*.
Estimated start work is February 15, 2000. Estimated issue date will be
December 29, 1999. Contract performance time is 270 calendar days.
Government estimate is between $500,000 and $1,000,000. This contract
is NOT set-aside for small business pursuant to Public Law 100-656,
