issue this solicitation exclusively through the Internet. The entire
solicitation, including plans and specifications, is available for
viewing and downloading at

Prospective Offerors are encouraged to register on the web site. The
official plan holders list will be maintained and can be printed from
the web site. Amendments will be posted on the web site for
downloading. This will normally be the only method of distributing
amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE
WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. The
solicitation will be available on the Internet on 03 January 2000.
Response may be submitted in hardcopy to Southern Division, Naval
Facilities Engineering Command, P.O. Box 190010, Attention: Code
0231-BG. This project consists of obtaining major maintenance and
repair type services in the Naval Regional Complex, Pensacola, FL. The
Contractor shall furnish themanagerial, technical, administrative,
supervisory, direct labor, and overhead personnel as necessary to
provide construction, maintenance and alterations at various buildings
in the Pensacola Regional area. The work will be performed at unit
prices that are proposed in the Schedule of Indefinite Quantity Work
and issued by delivery orders. The work includes the preparation of
detailed delivery order proposals in response to Government provided
scopes of work. This requirement is a Cost Comparison Study in
accordance with OMB Circular A-76 to determine whether it is cost
effective to contract out these services or keep in house with
Government personnel. The contract will be for a base period of twelve
months with four one-year options to extend services with the total
contract term not to exceed sixty months. This is a negotiated source
selection procurement that consists of the submission of price and
technical proposals. The contract type is Indefinite Delivery
Indefinite Quantity (IDIQ) with a guaranteedminimum of $1,000,000.00 of
the total contract not-to-exceed price. The procurement is being issued
as a competitive 8(a) set-aside under the SIC code of 1799 with the
size standard of $7,000,000.00. The estimated amount of services is
between $8,000,000.00 and $10,000,000.00 per year. The geographic area
of competition IS NATIONWIDE. Firms responding to the solicitation are
to include: (1) written certification/verification of current
participation in the 8(a) Program; and, (2) written
certification/verification of compliance with 8(a) competitive mix
requirements and all other applicable SBA 8(a) Program participation
reporting requirements verified by the Assistant District Director for
8(a) Business Development or other authorized person in their
