Coast Guard will be issuing a solicitation for the lease of two
helicopters commencing in FY2000, with options to lease up to six more
helicopters in FY2001. The leases will include full contractor
logistics, maintenance, and training support. At the beginning of each
fiscal year, the Coast Guard will have the option to extend any active
leases. All leases will end 30 September 2002. This solicitation
DTCG23-00-R-DAV040 will be issued as a Request for Proposals and will
result in a firm fixed-price, commercial item contract in accordance
with FAR Part 12. This solicitation allows for full and open
competition. The Coast Guard will consider proposals from all
responsible sources. The helicopters will be used for tactical law
enforcement operations to stop go fast vessels transporting illegal
drugs to the U.S. Helicopters proposed for this procurement must be
twin engine with a maximum mission take-off gross weight not greater
than 10,000 lbs. The helicopters must meet the requirements to operate
from all Coast Guard cutter flight decks and be configured with the
equipment required by the specifications. Aircraft delivered to the
Coast Guard will be required to meet all FAA certification
requirements. Delivery of the two helicopters will be FOB origin not
more than 180 days after contract award. The Coast Guard expects to
issue the solicitation on or about 27 December 1999. Written proposals
will be due 45 days after the solicitation is issued. The contract is
expected to be awarded March 2000. The Coast Guard will accept

solicitations and make contract awards in a fair and timely manner. To
further this policy, the Commandant has created the position of
Solicitation Ombudsman who is empowered to investigate issues raised by
prospective offerors and resolve them, where possible, without
expensive and time-consuming litigation. Potential offerors who believe
that a Coast Guard solicitation is unfair or otherwise defective should
first direct their concerns to the cognizant contracting officer. If
the contracting officer is unable to satisfy the concerns, the offeror
should then contact the Coast Guard Solicitation Ombudsman at the

Potential offerors should provide the following information to the
Ombudsman in order to ensure a timely response: solicitation number,
contracting office, contracting officer, and the solicitation closing

term working capital assistance for transportation-related contracts.

prime interest rates to provide accounts receivable financing. The
