SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTIUTES THE
ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN
SOLICITATION DOCUMENT WILL NOT BE ISSUED.*****This solicitation,
#53SBNB067006, is a Request for Quotation (RFQ) and simplified method
of acquisition will be used for this procurement. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-14. The associated Standards
Industrial Classification Code (SIC) for this procurement is 3826 and
the small business size is 500 Employees.*****The National Institute of
Standards and Technology (NIST) has a requirement for a Custom downward
viewing reflectance attachment for the Perkin Elmer Lambda 900
Spectrophotometer. The spectrophotometer shall be used to measure paint
samples and is required to meet the following requirements. Performance
Specifications are: (1) Spectralon integrating sphere, double-beam,
with downward viewing reflectance port. Sphere and transfer optics
shall be provided in a sheet metal enclosure, which can be mounted onto
the PE Lambda 900spectrophotometer (2) Sphere shall be 150mm in
diameter or a size determined during optical design to accommodate beam
size requirements. (3) Sphere shall allow measurements of paint samples
loaded on metallic sample tray. (4) Small spot sample beam optics shall
provide a beam size of approximately 0.5 inch on the stage's 0.625 inch
sample opening. The attachment shall include PE detector electronics
for operation fully compatible with L-900 instrument's software and
firmware. (5) The attachment shall have total reflectance capability
and diffuse reflectance capability (specular reflectance excluded). (6)
The attachment will cover a spectral range of 270-2500nm and will
include both a PMT (photomultiplier tube) and PbS (lead sulfide)
detectors. (7) Attachment will be mounted on automated positioning
assembly. (8) Clearance of 4 inches (minimum) will be provided between
the reflectance port of the sphere or any other obstructions.
Slant-back of the attachment wall from the sample is required
accommodate NIST sample holder. (9) The attachment is required include
a remotely operated automated light trap and specular-rejection plug
(to be controlled by NIST software or other systems). The specular
rejection port plug and light trap shall be capable of being moved
mechanically, interchanging between specular port plug for total
reflectance scans and specular port light trap for diffuse reflectance
scans. (10) Supplier shall provide the driver to move the port
plug/light trap and inform NIST what is needed to drive the assembly.
(11) NIST is responsible for integrating the light trap's driving
mechanism with their software to make the port plug/light trap remotely
controlled. (12) Stray light reduction means shall be employed around
the sample. (13) Supplier shall provide customized Spectralon
reflectance standard, to fit in sample tray, 5/8 inch diameter. (14)
Supplier shall provide customized reflectance port light trap, 5/8 inch
opening. Supplier shall provide a customized instruction manual,
complete with detailed installation, alignment, measurement procedures,
and reflectance theory of operation. The Government anticipates the
award of a fixed price purchase order.****Delivery is required within
30 days After Receipt of Order (ARO). Delivery location is the National
Institute of Standards and Technology, Receiving, 100 Bureau Drive STOP
3574, Gaithersburg, Maryland 20899-3574. The FOB Point shall be
Destination, Gaithersburg, Maryland.****The following FAR provisions
apply to this solicitation: 52.212-1, Instructions to
Offerors-Commercial; *****Evaluation criteria are as follows: (a)
Technical capability to meet or exceed the Government's specifications
(offerors shall submit a quotation addressing all required
specifications, and shall provide descriptive literature and price list
for all item numbers; (b) Past Performance (offerors shall submit
evidence of having produced and sold comparable units, with indication
of performance success); and (c) Price. Technical evaluation criteria,
when combined, are significantly more important than price.*****The
Government anticipates awarding a purchase order resulting from this
combined synopsis/solicitation to the responsible offeror whose
quotation, conforming to this synopsis/solicitation, will offer the
best value to the Government, price and other factors considered.
Offerors shall address all requirements in this combined
synopsis/solicitation, and shall provide clear evidence of
understanding and the ability and willingness to comply with the
Government's specifications to need. Failure to address a
specification/requirement will be constructed by the Government as
inability to meet the need, or the offeror's taking exception to
