Commerce/NOAA/NESDIS Office has a requirement for providing scientific
and technical support for the Data Services Team (DST). This team is
located in the Direct Services Division of the National Environmental
Satellite Data and Information Service (NESDIS) which is responsible
for NOAA's satellite direct readout services. Major tasking will be in
support of scientific and technical support for the GOES Data
Collection System program. Contractor will provide scientific/technical
support to maintain/improve current DCS operations. Contractor will
provide timely operational and technical information about the Data
Collection System (DCS) data to the user community. Country will
monitor performance of the GOES DCS and provide input to the program
manager for evaluation. Contractor will participate in the development
of DCS INTERNET capabilities. Contractor will make recommendation for
improvements in the user and management interfaces for the GOES DCS
System. The contractor consults with the DCS Program Manager, DCS
Coordinator and other personnel on the quality of data services based
on system performance. He/she works as an interface between the DST and
other NESDIS units on the accessibility, usefulness, and applicability
of the GOES DCS data. The contractor will participate in planning of
a DCS ground system replacement study. The contractor will provide
scientific/technical support to address system transition during the
modernization phase. Contractor will provide monthly reports on
progress on user and management interface planning. The U.s. Department
intends to negotiate on a Sole Source basis with Satelliet and
Conference of State Legislatures, 444 North Capitol Street, N.W., Suite
515, Washington, D.C. 20001. Award will be made under Simplified
Acquisition Procedures. The government anticipates award will be made
