engineering services (E/S) necessary to develop a method or system that
facilitates the use of Government contractual and general requirements
in contracts developed using PerSpectiveTM software and data as
outlined in the Statement of Work dated November 05, 1999. All
deliverables will be provided in electronic format. The final product
of this contract will be used initially for a project titled MIW
OPERATIONS SUPPORT FACILITY at Naval Station, Ingleside, TX. This will
be a firm fixed price E/S contract. The estimated fee is less than
$100,000. The following selection criteria are listed in descending
order of importance: 1. QUALIFICATIONS: Professional qualifications of
the individuals assigned to perform the work. 2) EXPERIENCE: Specific
experience with PerSpectiveTM software and data; knowledge and
application of Naval Facilities engineering guide specifications for
contractual (Div 00) and general requirements (Div 01); and knowledge
of the Federal Acquisition Regulations for construction contracts. 3)
PERFORMANCE: a) Past performance on i) process and data development for
use with PERSPECTIVETM SOFTWARE, and ii) development of performance
type contracting requirements; and b) Previous performance on contracts
with government agencies and private industry in terms of i) quality of
work; ii) compliance with performance schedules, and iii) points of
contact for reference purposes. 4. CAPACITY: Consider your workload and
state the capacity of the firm to accomplish the first phase of this
work within 35 days of a Notice to Proceed. Notice to Proceed will be
approximately January 17, 2000. 5. VOLUME OF DOD WORK: Firms will be
evaluated in terms of work previously awarded to them by DOD within the
past 12 months. The objective is equitable distribution of contracts
among qualified firms. This includes small and small disadvantaged
business firms and firm that have not had prior DOD contracts. 6. JOINT
VENTURES, TEAMING, SUBCONTRACTOR UTILIZATION: Firms will be evaluated
on the extent to which they identify and commit to, in the performance
of the contract: a) Small businesses; b) Small disadvantaged
businesses; c) Historically Black colleges and universities; or d)
Minority institutions. In order to assist the Slate/Selection Board, it
is requested that interested firms provide ONLY an executive summary of
8 pages maximum which best demonstrates their qualifications to perform
this work. Submittals shall be received no later than MONDAY 10 JANUARY
