continuation of the combined synopsis/solicitation
RS-RG4-00-241.Optical Guide, 568,RS-232, C&D, RS-422A, RS-449, and
RS-465, Institute of Electrical and Electronics Engineers, Inc. 802.3
(Ethernet) and 802.5 (Token Ring), Federal Information Processing
Standards 22.1, 46.1, 94, 138, 142, 143, 146.1, 147, and 148, Bellcord
Standards for Installation and Circuit Terminations, CCITT
Recommendations, V.22, V.24, V.28, V.32, V.32bis, V.35, and X.25,Rural
Electrician Administration Standards, and Federal Communications
Commission Standards. In addition, contractor work shall meet the
standards established in the National Electric Code, Local Building
Code, National Fire Code, and State and Local Fire Codes, National
Security Division Directives, and Federal Information Resource
Management Regulation. SERVICE AVAILABILITY: The services shall be
available ninety-nine and one half percent (99.5%) of the time, based
on a twenty-four hour usage. Service availability is defined as
ninety-five (95%) of all stations of each type (voice, data) capability
to operate in full compliance with the specifications. MEAN RESTORE
TIME/ CATASTROPHIC FAILURE: The mean restore time of a Catastrophic
Services failure shall be less than six (6) hours from time of
notification. Catastrophic Services failure is the loss of fifty (50%)
or more of the Services for any reason. SERVICE INTERRUPTIONS: The
contractor shall inform the NRC PO of the NRC CO as soon as possible of
any occurrence of an unusual nature that may result in prolonged or
serious interruption of services. NRC RESPONSIBILITIES_The NRC will
provide security for the telecommunications distribution system room
and wire closets; access to buildings and offices requiring
telecommunications services; information for any government furnished
equipment requiring interconnection with the LEC telecommunications
equipment; coordination between the contractor and the FTS 2000/2001
telecommunications carriers concerning maintenance of trunks; and new
cable and/or station equipment as required. DURATION OF CONTRACT
PERIOD: The ordering period of this contract will commence on January
15, 2000 and will expire five (5) years thereafter. Any orders issued
during this period will be completed with the time specified in the
order, unless otherwise specified herein. PROPOSAL REQUIREMENTS --
PRICING: This is a five year contract. The offeror shall submit
completed copies of the price/cost schedule for service call charges,
service transfer/initiation fees for each month of each year of the
five year period of performance. All LEC regulated prices/costs shall
be in accordance with FAR 32.232-6, "Payment under Communication
Service Contracts with Common Carriers," and shall be in accordance
with the Public Utility Commission's rate plan, which shall be attached
to the completed price/cost schedule. The cost proposal must be
separate from the technical proposal. Any interested parties must
request a copy of the price/cost schedule. EVALUATION FACTORS_In
accordance with FAR Clause 52.212-2(a), the following technical
evaluation factors will be used to evaluate offerors: (1) Past
Performance (50 points). and (2) Corporate Experience and
Qualifications (50 points). For Past Performance, the offeror shall
demonstrate successful performance on past contracts for work similar
to this requirement. List all contracts with other organizations,
Government and/or commercial, performed by your organization over the
past 3 years that are similar in size and scope for the same or similar
services as this effort. Provide the following information for all
contracts: contract numbers, type of services provided, points of
contact; (technical and contractual) with current telephone and
facsimile numbers, dollar value and term of contracts. The NRC will
contact these references provided and request they complete a past
performance questionnaire. This information will be used to evaluate
the degree of your organization's success in past performance. In order
to demonstrate Corporate Experience and Qualifications, the offeror
shall: Describe in detail your organization's ability to meet all of
the requirements as stated herein and the ability to provide
uninterrupted service during and after any transition between service
providers. The technical proposal shall not exceed 50 one-sided pages
in length, and must demonstrate your organization's ability to provide
services to: support voice, data, and video connectivity at various
speeds; interface with the Fujitsu 9600 PBX system; provide unblocked
access and interface into the Federal Telecommunications System (FTS)
2000/2001 network for long distance service, and interface with
commercial long distance carriers. Your technical proposal must
demonstrate that your organization is capable of providing number
portability for all phone numbers currently in use at the Region IV
location. In addition, for those organizations other than the
incumbent, a transition plan must be included with the technical
proposal which provides all steps required to change service providers
and includes the associated completion dates for each step. The
technical proposal must demonstrate your organizations ability to
provide 24-hour system monitoring, maintenance, and customer service
support; and to provide services to engineer, install, and/or modify
the telecommunications services at the Region IV location. The
completion and submission to us of the above items will constitute your
offer. Your offer must communicate your unconditional agreement to the
terms and conditions in this solicitation. Your failure or refusal to
agree to any of the terms and conditions of this solicitation or your
imposition of additional conditions as well as any material omissions
will constitute a deficiency which may make your offer unacceptable.
Caution: You are hereby notified that all information provided in your
offer, must be accurate, truthful, and complete to the best of your
knowledge and belief. The NRC will rely upon all representations made
by your organization both in the evaluation process and for the
performance of the work by the organization selected for award. You
shall submit through your offer, full and complete information to
permit the Government to make a thorough evaluation and a sound
determination that your organization will have a reasonable likelihood
of meeting the requirements and objectives of this procurement. The
NRC intends to award without discussions. However, the Agency may hold
discussions and request revised offers, if necessary. . The following

PROPOSALS: Your proposal must be received by the date and time
indicated below. Proposals sent through the U.S. Postal Service must be
addressed to the U.S. Nuclear Regulatory Commission, Division of
Contracts and Property Management, Mail Stop T-7I2, Washington, DC
20555. The RFP No. RS-RG4-00-241 must be clearly written on the outside
of the sealed envelope or package containing your proposal. All
hand-carried proposals including those delivered by private delivery
services (e.g., Federal Express and Airborne Express) must be delivered
to the loading dock security station located at 11555 Rockville Pike,
Rockville, Maryland 20852 andreceived in the depository located in Room
T-7I2. All offerors shall allow extra time for internal mail
distribution. NRC is a secure facility with perimeter access-control
and NRC personnel are only available to receive hand-carried proposals
during normal working hours, 7:30 AM -- 3:30 PM, Monday through
