This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. Solicitation No. RS-RG4-00-241 herein is a Request for Proposal (RFP). This RFP is for full and open competition and the SIC Code is 4813. The U.S. Nuclear Regulatory Commission (NRC) intends to issue a Commercial Item, Firm Fixed-Price Delivery Order contract for providing local telecommunication services from a local exchange carrier (LEC) to NRC's Region IV Office located at 611 Ryan Plaza Drive, Arlington, TX. The period of performance will be for five (5) years. BACKGROUND: The Region IV Office requires local area dial tone services, which are currently being provided by South-western Bell Telephone Company. The current contract also provides for the installation, removal, relocation, and maintenance of the Government-owned on-premise telephone switching equipment, telephones and other associated equipment and circuitry. The NRC Region IV requires telecommunications services to support data, voice and video connectivity. The connectivity is currently supported by one of the following: PBX interconnections, analog circuits with or without modems (3002), T1 circuits (1.544 Mbps), dedicated pair (48F), Integrated Services Digital Network (ISDN) and Digital Data Service (DDS) between 9.6 and 56 Kbs. The current telephone numbers which are routed through the on-site PBX at the Region IV Office are as follows: (817)860-8100 though 8299; (817)276-6500 through 6599;Special Data Circuit: 12FDPA 404759; and Special Switching Monitoring Circuits: (817)860-6527 through 8563. The following numbers are Emergency Dedicated Lines: (817)548-7003, -1903, and (817)460-0641through 0643. The following numbers are not routed through the PBX: 817-276-8982 (POTS), ISDN: (817)314-1631, -1632, -1629, -1022, -1139, -1276, -1969, -1279, and Special Circuit FTWOTARWC1 /FTWOTXCR. The following numbers are Disaster Routing Lines: (817)861-4146, -4163, -4175, -4191, -4208, -4368, -4439, and -4570. The calls received in the Region IV Office are Direct Inward Dial (DID) and the calls to the attendant console are both ways. SCOPE OF WORK: Local Exchange Carrier telecommunication services shall include all local services, emergency services, and back-up service to the demarcation point of the Region IV Office. The services shall include, but are not limited to: ISDN, 3003, 48F, DDS, High Capacity Digital Service (T1), Switched Multi Megabit Data Service (SDS) Frame Relay, FDDI Network Service (FNS), and Measures Business (1Mbs) lines/circuits supporting voice, data and video. The services to be provided shall include, but are not limited to, the following: Any or all local exchange connectivity required for point-to-point connection to any station/terminal connected to the Public Switching Network (PSN); all equipment and materials necessary to provide a complete digital voice/data transmission to the Region IV Office; and all equipment provided shall be new, unused and of the latest electronic design and in current production by manufacturers with experience in this field. The NRC reserves the right to increase or decrease the services required by this SOW. The NRC currently requires telecommunications services from the LEC for the Region IV Office. However, it should be noted that occasionally, the NRC Project Officer (PO) may require service from the LEC contractor on a one-time temporary basis for locations other than the Region IV Office. Any additional locations will be within the LEC service are and if service is required for more than 30 days, a modification to this contract will be issued in accordance with the Changes Clause. ORDERING INFORMATION_ Within 1 working day of contract award, the Contractor shall provide the NRC PO with procedures to be used to obtain services outside of Region IV's normal business hours; 8:00 AM to 4:45 PM, Eastern Standard Time. The procedures shall include a primary and alternate telephone number and name(s) of individuals to contact. The NRC may require work to be performed on an emergency or routine basis. Work to be performed on an emergency basis shall require a two-hour response time from the time the NRC PO or designee initiates the call. Work to be performed on a routine basis shall require a four-hour response time from the time the NRC PO or designee initiates the call. The NRC PO or designee will initiate a work order/request to the Contractor using the NRC Form 768, Request for Telecommunications. The Contractor shall provide 24-hour emergency maintenance service for equipment and to support connectivity, 7 days a week, 365 days a year. Emergency maintenance will be requested by verbal and/or written request from the NRC Project Officer (PO) or designee. All trouble calls will be followed up in writing within five (5) working days using an NRC Form 768. This form must have the signature of the PO or designee as approval for the Contractor to initiate/complete the work. This form will include the following information. (1) Type of request (routine or emergency) replacement, repair, fabrication, or installation, etc., (2) Location and type of service required, i.e., type of equipment to be installed or repaired, no dial tone, etc., and (3) Name and telephone number of the NRC point of contact who will provide additional information and/or facility access as required. The NRC PO or designee will be the only individuals authorized to initiate work order/request/trouble calls. The NRC will not be held liable for any cost incurred by the Contractor for performance of any work in response to a work order/request/trouble call initiated by an unauthorized individual. PERSONNEL QUALIFICATIONS_All LEC Contractor's technical personnel providing services under the resultant contract shall be citizens of the U.S. and shall have the requisite qualifications and experience to perform the required work. These qualifications and experience shall be in the following areas: (1) installation and maintenance of specialized equipment such as fiber optics; (2) cable design, fabrication, installation and removal; (3) fault isolation techniques, trouble-shooting, diagnostic equipment utilization, initiation of corrective action; and (4) the ability to distinguish and interpret color codes and identify circuit/line termination points. TECHNICAL REQUIREMENTS_The NRC uses leased telecommunications services from the LEC that supports voice, data, and video at Region IV. The Contractor shall provide telecommunications services that support voice, data, and video connectivity at various speeds; interface with the Fujitsu 9600 PBX system; include unblocked access and interface into the Federal Telecommunications System (FTS) 2000/2001 network for long distance service, and interface with commercial long distance carriers. The Contractor shall provide number portability for all numbers currently in use at the Region IV location. The LEC Contractor shall engineer, install, and/or modify and maintain the telecommunications services at the Region IV location. These services will include, but may not be limited to: (1) Analyzing telecommunications support provided and make recommendations for upgrade, change, or improvement to the NRC PO; (2) Maintaining the telecommunications services which support NRC's Region IV office; (3) Engineering, installation, modification, maintenance, relocation, and/or removal of the following: measured business (IBMs) lines; integrated services digital network (ISDN); 3002, 48F circuits; Digital Data Service (DDS); High Capacity Digital Service (T1); Centrex; Switched Multi megabit Data Service (SMDS); Frame Relay; and DDI Network Service (FNS). NOTE: Data service/circuits are understood to be those data transport facilities between demarcation points. Any extension of service beyond that point will be furnished in accordance with the time and material charge(s) reflected in the resultant contract. Performing trouble-shooting and/or fault isolation and diagnostic testing shall be in accordance with industry standards and initiating corrective action, as required on all contractor-furnished services and equipment. The Contractor shall provide, at no charge, all contractor-furnished services and equipment, trouble and/or fault isolation and diagnostic testing in accordance with industry standards and shall initiate corrective action after notifying the PO. When it is determined that NRC's equipment is at fault for a specific problem, the LEC Contractor's technician shall note on the work order for the specific problem, all action(s) taken to determine the source of the fault, and shall notify the NRC PO immediately. If, in performing the repair or follow-up, it is determined that the specific problem was actually related to contractor-provided services or equipment, any or all charges to NRC for correction of the fault shall be credited on the subsequent monthly invoice. The Contractor may be required to coordinate with other NRC service providers in conjunction with the NRC PO in order to correct problems and restore communications. Any dispute concerning the responsible ownership of the malfunction will be subject to the "Disputes Clause" of the resultant contract. The LEC Contractor shall not make modifications, alterations, or changes to any existing NRC telecommunications configuration unless authorized in writing by the NRC PO or PO's designee. The LEC Contractor shall not disable, by-pass or otherwise render inoperative any safety device within the NRC telecommunications configuration. The LEC contractor shall report to the NRC PO any situation that could cause system failure or the degradation of telecommunications services and recommend possible corrective action. CONTRACTOR RESPONSIBILITIES: The contractor shall be solely responsible for the following: providing the telecommunications services identified in the Statement of Work, Coordinating any and all required work with any other industry company(s) to provide these services to the Region IV Office, restoring timely services when they are interrupted, ensuring that the proposed services are compatible with all public switching networks required (i.e., North American Numbering Plan), providing any interface device connection in support of the FTS 2000/2001 network and for advising the NRC PO of any additional equipment or services that are required and not committing on behalf of the NRC to install, order, or place into service any type of equipment that would cause a financial obligation by the NRC. ADDITIONAL CONTRACTOR RESPONSIBILITIES -- The LEC Contractor shall be responsible for (1) ensuring that all areas in which work is performed are left broom clean and free of debris; (2) removing and replacing ceiling tiles associated with maintenance or installation of telecommunication services; (3) removing all debris and scrap wire generated in the performance of the contract; (4) repairing and returning to its original condition, at no cost to the Government, all surfaces (to include, but not limited to floors, walls, ceilings, doors and windows) which are damaged or marred by contractor personnel; and (5) ensuring that all moves, additions, or changes to the LEC contractor-furnished and installed telecommunications services are approved by the NRC PO or designee. The Government will not be responsible for any changes made to LEC contractor furnished and/or installed services that are not approved by the NRC PO or designee. COMPLIANCE REQUIREMENTS_The LEC Contractor shall provide services in accordance with the rates, terms and conditions set forth in the applicable tariffs of the contractor, as filed with, and approved by, the Texas Public Utility Commission and/or the Federal Communications Commission. Contractor services shall be in conformance with the following applicable accepted Industry standards, codes and regulations and Federal standards. In the event of a conflict between industry standards and this contract, the contract shall govern.
