Space and Naval Warfare Systems Center, San Diego (SPAWARSYSCEN SAN
DIEGO) intends to issue Request for Proposals (RFP) No.
N66001-00-R-5001 for the award of indefinite delivery/indefinite
quantity (IDIQ) cost plus award fee (CPAF) contracts to provide
integrated installation support services for Navy militarized and
commercial-off-the-shelf (COTS) command, control, communications,
computer, intelligence, surveillance and reconnaissance (C4ISR)
systems. Awardees of contracts under this solicitation will compete for
task orders to perform actual work. It is envisioned that the
individual task orders issued will cover all the contracted support
services required at the Battle Group level or at the level of
individual afloat and shore platforms. Thus, integration of services
and subcontractors will be an important aspect of the procurement. Each
contract will be awarded for the entire estimated level of effort
needed for the total requirement. However, the competition of task
orders may reduce each awardees actual total effort to a point
significantly below the ceiling value of each award. The estimated
level of effort for the total requirement is 1,686,000 man-hours per
year for five years. This is a full and open competition. It is
anticipated that a full and open competition will result in award of
between three and five CPAF contracts. The Standard Industrial
Classification (SIC) code for this effort is 8999 and the small
business size standard is annual average gross revenue for the past
three years of no greater than $5,000,000. A Bidders Mailing List will
not be established and hard copies of documents will not be provided.
The solicitation will only be available electronically on the Space
and Naval Warfare Systems Command (SPAWAR) E-Commerce Web Page at
http://e-commerce.spawar.navy.mil under Business Oportunities. Any
amendments, when issued, will also be available only on this web site.
Issuance of the solicitation is estimated for February 2000. Contract
award is estimated for August 2000. Prior to issuance of the
solicitation, information relating to this procurement (i.e. Draft RFP
and Statement of Work, Interested Sources, Questions and Answers,
Comments from Industry, Status, etc.) will be available electronically
on the SPAWAR Business Opportunities Web Page. Industry input,
comments, and questions are very important to the Government, and to
