synopsis/solicitation for commercial items prepared in accordance with
the format in Subparts 12 and 13, as supplemented with additional
information included in this Notice. This notice constitutes the only
solicitation; proposals are being requested via this notice; a
separate, written solicitation will not be issued. The IRS seeks
contractor assistance in the SEARCH/RECRUITMENT FOR EXECUTIVE LEVEL
POSITIONS FOR THE IRS. The Standard Industrial Code is 7361; the small
business size standard is $5,000,000. There will be only 2
fixed-price, indefinite delivery/indefinite quantity, task order
contracts awarded from this RFQ. There is a guaranteed minimum of
1/maximum of 8 executive search/recruitment efforts per contract year.
The IRS intends to place task orders with the awardees, as it
determines what is in the best interest of the Government, taking into
consideration past performance under the contract and the level of the
targeted executive position. Offers are due 3:00 PM, EST, on Fri., Jan.
21, 2000, in Room 700 at the above address. Submit questions, via fax,
to the number and attention of the specialist shown above or via
e-mail to helen.d.carmona@m1.irs.gov. This RFQ and the incorporated
clauses and provisions are those in effect through Federal Acquisition
Circular 97-14 (as of 11/23/99). The following FAR provisions apply to
this solicitation: 52.212-1, INSTRUCTIONS TO OFFERORS -- COMMERCIAL
(NOV 1999); 52.212-2, EVALUATION -- COMMERCIAL ITEMS (JAN 1999). FAR
clauses 52.212-4 CONTRACT TERMS AND CONDITIONS -- COMMERCIAL ITEMS
(05/99); 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT
STATUTES OR EXECUTIVE ORDERS -- COMMERCIAL ITEMS (05/99) are applicable
to this effort. 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS
COMMERCIAL ITEMS (10/99) must be submitted with any offer. The
following FAR clauses, cited in clause 52.212-5, paragraphs (a) and (b)
are applicable: 52.222-26, Equal Opportunity (FEB 1999); 52.222-35,
Affirmative Action for Special Disabled and Vietnam Era Veterans (APR
1998); 52.222-36, Affirmative Action for Handicapped Workers (JUN

Contract (Nov 1999). These and all other FAR clauses referenced in this
combined CBD/RFQ notice are accessible via the INTERNET at
http://www.arnet.gov.far. PERIOD OF PERFORMANCE will be 12 months from
the date of award with 2, 12-month option periods. PRICE: The
Contractor shall provide all management, supervision, personnel,
facilities, equipment, materials, supplies and services (except as may
be provided by the Government) and otherwise do all things necessary
for, or incidental to providing executive search/recruitment support
services to the IRS. The following rates, inclusive of all direct and
indirect costs (salaries, fringe benefits, overhead, general and
administrative expenses, report preparation costs) and profit, are
applicable for the contract period of performance. CLIN 0001 -- Within
120 days of task issuance, provide executive search/recruitment
support services and submit at least two (2) qualified, viable
candidates for each targeted position. CLIN 0002 -- Other Direct Costs
in support of CLIN 0001. CLIN 0003 -- 30 day extension beyond the
initial 120 day search/recruitment period (if applicable). CLIN 0004 --
Other Direct Costs associated with CLIN 0003. CLIN 0005 -- Travel
expenses, not-to-exceed $10,000 incurred in support of the recruitment
effort (CLIN 0001) will be reimbursed in accordance with Federal
Travel Regulations. BE ADIVSED -- For this acquisition, all Contract
Line Item Numbers (CLIN) must be completed/priced. STATEMENT OF WORK:
The IRS seeks search/recruitment support services to aid in filling
executive-level positions within the IRS as directed by individual task
orders issued under the contract. Depending on the position(s) sought,
the actual point-of-duty may be in Washington, DC (National Office) or
any one of the four (4) IRS regions (Northeast; Southeast; Mid-States
and Western). The maximum salary range is currently between $115,000
and $181,400 per year. PURPOSE AND SCOPE: In accordance with
individually issued task(s), the Contractor shall conduct a search to
identify no fewer than 2 qualified candidates able to apply and compete
for possible selection by the Commissioner or the Executive Selection
Panel for the position(s) identified. The Contractor shall conduct a
search to identify prospective candidates and evaluate the candidates'
qualifications, with evaluation assistance from the IRS. TASKS AND
DELIVERABLES: Task 1 -- The Contractor shall interview up to four (4)
senior IRS and/or Treasury executives to assess the IRS?s needs and
determine the type of individual desired for each position. The
Contracting Officer's Technical Representative (COTR) will provide the
Contractor various existing documents that describe the overall
direction of each program office, the goals and objectives of the IRS
and the current and future challenges facing the IRS in the areas of
the particular program office and the position description. Deliverable
1 -- The Contractor shall provide to the COTR a schedule that details
its plan of accomplishment for the individual searches. This plan shall
be in keeping with the Contractor?s standard, commercial business
practices for conducting executive-level recruitments. Deliverable 2 --
The Contractor shall provide the COTR with a written profile of the
characteristics and qualifications that a prospective candidate should
possess, including private and public sector experiences that would be
considered qualifying experiences and prior positions a qualified
candidate may have held. The COTR will validate the profile of
characteristics and qualifications as in line with those a credible
candidate for the identified position would possess and suggest any
necessary modifications to be incorporated into the profile. The intent
of this deliverable is to ensure that the IRS and the Contractor share
a common understanding of the types of qualifications, skills and
experiences that a viable candidate would possess. Task 2: The
Contractor shall conduct a focused search for candidates whose skills
and experiences align with the profile created for the position. The
Contractor shall assess the skills and experiences of the interested
individuals produced from their search and determine if the individual
would be willing to apply for the position. The COTR will work closely
and on-line with the Contractor to validate that the individuals the
proffered by the Contractor possess the skills and experiences of a
similar scope and environment as that which the IRS operates. The
Contractor shall put forth candidates as it determines they meet the
qualifications. The COTR will screen each candidate and determine
whether the individual should be placed on the list of candidates that
will fulfill the final deliverable of the contract. If the candidate
is acceptable to the IRS, the Contractor and the COTR will meet with
the candidate to explain, in greater detail, the scope of the position.
Deliverable 1 -- Candidate Resume(s): With each candidate offered to
the COTR for consideration, the Contractor shall provide a written
assessment of the candidate's experience, qualifications and skills
relative to the agreed profile developed for this position. This
summary shall include evidence of reference checks; education level
attained; positions held; and any other information gained from the
reference checks. Deliverable 2: The Contractor shall provide interim
progress reports, on a bi-weekly basis, to the COTR detailing the
activities of the search; candidates submitted for screening; and the
results of each candidate(s) interview with IRS management.
Additionally, the interim reports should identify any impediments
encountered by the Contractor in locating viable candidates and provide
recommendations to avoid and/or mitigate the difficulties encountered.
Deliverable 3: The final deliverable shall be the identification of at
least 2 viable candidates. The candidates, agreed upon by the COTR and
the Contractor to be qualified and desirable, shall be presented as
the best qualified, based on the Contractor's evaluation of the
candidates' qualifications and skills against the profile, the IRS'
assessment of the candidate and any other relevant factors. OPTION
PERIOD (S): If, at the end of the 120-day performance period, fewer
than 2 potential candidates have been identified, the IRS reserves the
right to terminate the order, or to extend the order for an additional
period of time in 30 day increments, not to exceed an additional 120
days. GOVERNMENT FURNISHED INFORMATION (GFI): Upon delivery order
award, the Contractor shall attend a post-award orientation meeting
with the COTR and various IRS personnel. During this meeting, at least
one (1) copy of the following documents will be provided: Position
Description; Pamphlet entitled "Apply for a Federal Job"; and Guide to
Senior Executive Service Qualifications. As determined by mutual
agreement, the COTR will provide additional information that may be
required in the performance of this contract. EVALUATION CRITERIA: The
following is an ADDENDA to FAR clause 52.212-2 EVALUATION --
COMMERCIAL ITEMS (JAN 1999): (a) The Government will award a contract
resulting from this solicitation to the responsible offeror(s) whose
offer, conforming to the solicitation, will be most advantageous to the
Government, price and other factors considered. The following factors
shall be used to evaluate offers. CRITERIA 1 -- Past
Performance/Experience: The IRS will evaluate information that
describes the offeror's past performance record of successful executive
level recruitments/placements in both the corporate and government
domains (agency size and scope of responsibility) in comparison with
the Service's various functional areas. Describe the firm's experience
in search/recruitment in a variety of arenas (local; state; federal
government; public and non-profit) and the level of positions
successfully recruited (CEO; COO; President; V.P.; CIO; etc) in the
last 5 years. Describe the types and levels of placements in the
technology fields (health/medical; information technology; information
systems; etc) and in the industry fields (manufacturing; retail; etc.)
The IRS will evaluate the provided information to determine the
extent/level of participation of the proposed Project Manager(s) in
successful executive recruitment/ placements within the past 3 years.
References should be provided for at least 5 executive-level
recruitments, to include current reference names and telephone numbers.
Project Manager resumes (2 page maximum) must be provided. CRITERIA 2
-- Capacity: IRS will evaluate provided information to determine
whether the offeror's proposed staff (education; past experience and
other relevant background factors) and other resources are reasonably
sufficient to handle the contract maximum for executive level
recruitments. The IRS will evaluate the offeror's contingency plans to
provide a qualified replacement of any project manager in the case of
the unforeseen unavailability or loss of that individual from any
search/recruitment effort. The IRS will evaluate whether this plan will
provide a "seamless transfer", allowing the search/recruitment to
proceed with no apparent delays. Offers will be evaluated based on past
performance/experience, capacity and price, with past
performance/experience and capacity of equal weight and more important
than price. Offerors shall submit their offer using a combination, if
desired, of standardized and customized materials not exceeding 30
