The Office of Thrift Supervision (OTS) intends to acquire, on a sole-source basis through Dr. William Handorf, 5413 Blackistone Road, Bethesda, Maryland 20016, instructional/teaching expertise in fields known as "Commercial Business Lending", "Advanced Examiner Topics", and "Risk Management School". Course materials, the original development of this class for the OTS and the instructional services as required by the government, were developed by the proposed contractor. The Commercial Business Lending course was developed by Dr. Handorf in 1996 and has taught it since that time. Dr. Handorf has worked with the OTS for a number of years with a variety of training programs and is intimately familiar with OTS laws, regulations, and examination policies and procedures. Much of the prior success of this course has been his ability to integrate the course's technical topics and practical examination procedures. Commercial lending is a profitable niche for many thrifts although it is fairly risky and outside of a thrift's traditional lending activities. Since there is increased risks for this type of lending, it is vital that OTS's safety and soundness examiners have a firm understanding of the proper underwriting and structuring techniques. These concerns prompted the development of the Commercial Business Lending in late 1996. The Advanced Examiner Topics Program's primary audience consists primary of Senior Level Examination Staff. This program continues to evolve but has included segments on divided policy, share value creation and capital management. This program offers the following: comprehensive review of duration, credit risk, marketability, taxation issues, and currency in global bonds and embedded options on structured notes. This course has been in use by the OTS for many years, and Dr. Handorf, who works with the OTS on other different training initiatives, has a unique wealth of experience and has been very instrumental in the maintenance of this program by keeping abreast of the financial industry and how changes impact OTS. No solicitation document exists and a request for documentation will not be considered an affirmative response. If no affirmative written response is received within 15 calendar days after publication of this notice, to the effect that a comparable instructor is qualified, and that it is more advantageous to the government than obtaining these services through a sole-source contract, a sole-source contract will be awarded to Dr. William Handorf, with a base period of one (1) year and with an option to renew for an additional one (1) year period.
