combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulations document
(FAR) subpart 12.6, as supplemented with additional information
included in this notice and following the simplified acquisition
procedures in FAR part 13.5. This announcement constitutes the only
solicitation. This solicitation is being issued as a request for
quotations (RFQ) for the client Department of National Security Affairs
(NSA), Naval Postgraduate School (NPS), in Monterey, CA. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 97-14. This
procurement is for the following: To develop and teach a course on
Congress, direct master theses students, teach four directed study
courses to individual students, serve as a classroom resource, conduct
preliminary inquiry into the feasibility of a research proposal
involving analysis of legislative voting, and assist NPS officials in
analyzing various research proposals to alter the structure of NPS.
REQUIREMENT: Tasks: (1) The contractor shall develop and teach a course
on the Congress with a focus on the role of the legislature in national
security policymaking. The course shall feature at least two case
studies and several surveys of foreign and military policy topics. The
case studies will cover the legislative process leading to the passage
of the Goldwater-Nichols Act in 1986 and the Congressional
investigation of the Beirut terrorist attack on the Marine BLT in 1983.
The topics in foreign and military policymaking will be chosen as the
course is developed. Possibilities for such topics include:
international trade, Nunn-Lugar, Nuclear Test-Ban Treaty, foreign aid,
foreign military assistance, intelligence issues,
Legislative-Executive Branch relationships, force structure decisions
(e.g., manpower levels, Congressional additions to Defense Department
weapons requests, etc.), weapons of mass destruction, and base closing
and realignment. Areas covered in the course shall include the
Constitutional foundation of the legislature and its evolution;
Congressional leadership and committee structure; rules and procedures;
the roles and functions of political parties; Member recruitment and
campaigning; budget, authorization, and appropriation processes;
congressional staff activities; staff relationship to legislators;
development of legislative language; development of legislative
strategy; subcommittee, full committee, and floor debate; conference
between the two houses of Congress; oversight of the Executive Branch
to include Congressional investigations, and interactions with the
Department of Defense. (2) The contractor shall be responsible for as
many as four directed study courses for individual students. (3) The
contractor shall develop and teach lessons and serve as a classroom
resource in courses offered and projects sponsored by the Department of
National Security Affairs. The topics shall include selected aspects of
the areas namedin Task 1 and other topics that relate to his experience
in government and on Capitol Hill. (4) The contractor shall serve as a
thesis advisor to graduate thesis students in the Department of
National Security Affairs. (5) The contractor shall conduct a
preliminary inquiry into the feasibility of a research project
involving an analysis of legislative voting on foreign and defense
policy issues. The results of the inquiry shall be provided to the
Chairman of the Department of National Security Affairs. (6) The
contractor shall assist NPS officials in analyzing various proposals to
alter the structure of NPS. Deliverables: (1) Develop and teach a
Congressional course in the National Security Affairs Department to
include course syllabus, lesson plans, reading lists, lectures,
grading, and office hours for student questions and inquiries. This
course is scheduled to be taught during the Winter Quarter (10 January
2000 through 30 March 2000), and the Spring Quarter (03 April 2000
through 22 June 2000), AcademicYear (AY) 2000. The exact times and
classroom for these courses have not be scheduled by the NPS Scheduler.
(2) Conduct directed study courses to at least four individual students
designated by the Chairman of the Department of National Security
Affairs during the Winter Quarter and Spring Quarters, AY2000. (3)
Develop and teach lessons learned and serve as a classroom resource in
various courses taught and projects sponsored by the Department of
National Security Affairs during the Winter Quarter and Spring
Quarters, AY2000. (4) Direct at least 2 master theses students
designated by the Chairman of the Department of National Security
Affairs during the Winter Quarter and Spring Quarter, AY2000. (5)
Deliver the results of the feasibility study in Task 5. This report may
be presented orally or in writing. Due 30 June 2000. (6) Deliver
interim reports of the results of analysis in Task 6. These reports may
be presented orally or in writing. Due after the analysis of each
proposal is completed. The provision atFAR 52.212-1, Instructions to
Offerors, applies to this acquisition. Evaluation is based on best
value including past performance, ability to meet service requirements
and cost. RESUME OF TEACHING CANDIDATE IS REQUIRED. Quotes shall
include a completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications-Commercial Items, with its offer.
The clause at FAR 52.212-4, Contract terms and Conditions-Commercial
Items, applies to this acquisition. In addition to the guidance
contained in FAR 52.212-4, contractors shall submit proof of delivery
with their invoices. Proof of delivery may be in the form of a bill of
lading or other shipping document signed by the receiving office.
Invoices received without proof of delivery will not be accepted. The
clause at FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders-Commercial Items, applies to
this acquisition. Potential awardee shall be required to register in IT
Solutions Shop at it-solutions.gsa.gov. for post-award process. Quotes
are due by 4:00 PM PST, December 17, 1999, and can be submitted by
