Service will issue solicitations to responsible contractors to remove
downed trees and other woody debris in rivers and streams and to
provide stream bank stabilization and other activities funded through
the Emergency Watershed Protection (EWP) program as a result of
Hurricane Floyd and the ensuing floods in several counties in eastern
North Carolina as identified below, including but not limited to the
following: Beaufort, Bertie, Bladen, Craven, Duplin, Edgecombe, Greene,
Halifax, Harnett, Hertford, Hyde, Johnston, Jones, Lenoir, Nash, New
Hanover, Northhampton, Onslow, Pamlico, Pender, Pitt, Sampson, Wayne,
and Wilson. This will be the only CBD announcement posted. Interested
parties may call the EWP Hotline at 919-873-2169 to find out more
detailed information on current solicitations, site showings, and bid
openings. All solicitations will be issued from the NRCS office located
at 4405 Bland Road, Suite 205, Raleigh, NC 27609. For solicitations
where the price range is between $25,000 and $100,000, a payment bond
or Irrevocable Letter of Credit (ILC) will be required in the amount of
50 percent of the contract amount. For those solicitations where the
price range is $100,000 or greater, a bid guarantee in the amount of
not less than 20 percent of the bid amount, and performance and payment
bonds will be required in the amount of 100 percent of the contract
amount. In accordance with the North Carolina General Statute 87, a
North Carolina state general contractor's license will be required
where the contract price exceeds $30,000 for all work, except stream
debris removal. Contractors will be responsible for providing the
appropriate license depending on the project. All responsible sources
may submit a bid, proposal, or quotation which shall be considered by
NRCS. See numbered Note 1. NRCS may set aside a percentage of the
procurements for Small Business concerns, i.e., SBA certified Hubzone
