National Highway Traffic Safety Administration, Vehicle Research and
Test Center in East Liberty, OH operates the Dummy Management
Laboratory (DML) which is used to support vehicle crash test dummies.
The DML has an ongoing requirement to procure accelerometers and load
cells (jointly referred to as "transducers") which are used to measure
stresses and impacts experienced by these dummies during crash tests.
The purpose of this procurement is to: 1). Provide multiple sources of
supply for transducers for the dummies currently identified in Part 572
of Title 49 of the Code of Federal Regulations; 2). Provide transducers
for dummies that are currently being evaluated for incorporation into
49CFR Part 572; 3). Provide transducers for dummies that are currently
under development or are available from the dummy manufacturers but
are not specified in Part 572; 4). Provide calibration services for
dummy based transducers; 5). Provide engineering services for the
design and development of new or modified transducers, 6). Provide
information on newly developed transducers. It is anticipated that
multiple IDIQ contracts will be awarded. Supplies and services
applicable to this procurement have been identified as "Commercial
Items." As authorized by FAR Subpart 13.5 "Test Program for Certain
Commercial Items", this procurement will be conducted in accordance
with Simplified Acquisition Procedures. Period of performance will be
for five years. The solicitation will be mailed to those organizations
responding in writing to this announcement. Anticipated issue date is
