All source selection sensitive, competition sensitive, or otherwise proprietary information has been removed from the posted documents. Contract numbers awarded to date for DMT O&I are F33657-98- D-2060, F33657-98-D-2061, F33657-99-D-2041; and F33657-99-D- 2042. Each contractor was award a Task Order 0001 to perform Phase I effort. All were awarded 9 Aug 99. The four contracts are posted as "C_XXXXbasic," with "XXXX" indicating the last four digits of the contract number. Task Order 0001 to each is posted as "C_XXXXtask." Modifications 01 and 02 to the task order are posted as "C_XXXXto01" and "C_XXXXto02," respectively. "C_ATP022699" and "C_J12022299," are basic contract attachments common to all four contracts. "C_ATP022699" is the Award Term Plan. "C_J12022299" is Attachment 12 to Section J of each contract. It establishes the instructions to offerors and evaluation criteria for the selection of one contractor to continue into Phase II of the program. The Source Selection Evaluation Team anticipates revising both documents. An updated draft, dated 16 Sep 99, of Section J, Attachment 12 was posted herein for comment in September. Both documents will be finalized and posted herein no later than 10 Jan 00. The Distributed Mission Training Operations and Integration program is entering the second and final phase of a rolling downselect. Information concerning the first phase of the source selection can be found at the DMTONI Library. Four contracts have been awarded, with all four contractors required to complete the First Federation task (Task Order 0001) during Phase I of the program. The downselect source selection will conclude with submission of downselect proposals and selection of a contractor to continue Phase II of the program. The basic contract (Special Contract Requirement H9001) and Task Order 0001 require submission of a downselect proposal, which will be the primary basis for selection of a single contractor to continue in Phase II. Proposal requirements are incorporated at Section J, Attachment 12 of the basic contract. The four contracts and associated task orders will be posted to this site. Estimated posting date is 14 Oct 99. Source selection sensitive, competition sensitive, or otherwise proprietary information will be redacted from the posted documents. Any modifications issued during this source selection also will be posted. The source selection is being conducted under full and open competition. No offeror is precluded from submitting a proposal for Phase II of the program. Any such proposal should comply with Section J, Attachment 12, as modified during Phase I. Offerors are advised to review the basic contracts, task orders, and modifications. Proposals must comply with proposal direction/ requirements/etc. incorporated in the documents described above. The proposal shall express clearly the offeror's commitment to comply with the terms and conditions and requirements of the basic contract, as modified during the source selection. A contract will be established upon selection for Phase II of an offeror other than the four contractors already participating in Phase I of the program.
