synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation 626-00-16-jo is issued as
a Request for Quote (RFQ). This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-14: FAR 52.212-1 Instructions to Offerors; FAR 52.212-4
Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract
Terms and conditions Required to Implement Statutes or Executive
Orders- This acquisition is unrestricted. SIC is 3565 and small
business size standard is 500 employees. This requirement is to
furnish, deliver, and install an Automatic Bottle Capping Machine and
Cap Feeding system for use in our Pharmacy. The proposed machine will
be integrated with the existing SPANTECH Conveyor and will process up
to 60 bottles per minute. Installation to be accomplished so as not to
interfere with production. Specifications to be as follows: (1)
Minimum of two full years guarantee on all parts. (2) Stainless steel
enclosure with Lexan doors on front and back enclosing spindle and
gripper section down to the conveyor, (3) A design that eliminates need
for changeover parts for a wide range of standard caps, container
shapes, and sizes, (4) Stainless steel adjustable upper and lower cap
chutes to handle from 13mm to 70mm standard flat CT caps, (5)
Calibrated settings that allow for ease and repeatability of
changeover, (6) Stainless steel approximate 3.5 cubic foot upright cap
supply hopper (Pre-Feeder), (7) Stainless steel guarding of upper
drive section, (8) Stainless steel bottle gripper belt housing complete
with belts and drives, (9) Stainless steel bottle gripper belt and
spindle shafting, (10) Heavy duty multiple disc adjustable torque
clutches which give a consistent torque and minimize captightening disc
[two pair], (11) All electronically controlled variable speed drives
for ease of adjustment, (12) All NEMA 12 electrical components, (13)
Portable on four swivel wheels for easy maneuvering, (14) Mounting
facilities for using a second set of bottle gripper belts, (15) One
piece solid welded construction epoxy painted for both cleanliness and
easy maintenance, (16) All rotary cap feeders have stainless steel and
FDS approved materials for all contact parts, (17) AI filter-regulator
for feeder, (18) Stainless steel machine leveling screws with floor
pads, (19) No bottle/No cap release from chute, (20) All parts
modularized for quick replacement for little or no tools required, (21)
All stainless steel bolts and fasteners throughout, (22) Dial-A-Torque
remotely controlled pneumatic clutches, (23) Second pair of bottle
capping belt drives. Successful bidder to provide all engineering,
labor, and material to remove existing bottle capping equipment.
Delivery is to be made to the Chief, A&MMS, VA Medical Center, 1310
24th Avenue South, Nashville, TN, within 45 days after receipt of
order. Acceptance and Inspection at VA Medical Center, Nashville, TN.
FOB Destination. Companies wishing to respond to this solicitation
should provide this office with the following. A price quote on company
letterhead for the requested item showing solicitation number, unit
price, extended price, FOB, prompt payment terms and correct remittance
address along with a completed copy of FAR Clause 52.212-3, Offeror
Representations and Certifications-Commercial Items. Those companies
not in possession of the clause in full text may contact this office
and a copy will be faxed to you. In addition the bidder shall furnish
as part of its bid all descriptive literature and technical data sheets
necessary for the purchasing activity to determine whether the product
offered meets the minimum salient characteristics/requirements of the
solicitation. Failure to provide this information will cause your bid
to be rejected as nonresponsive. Award of Best Value for the
government contract will be based on ability to meets the requirement
specified above, evaluation by end user, pricing, delivery period, and
warranty. Offers are due by close of business December 23, 1999, and
