synopsis/solicitation for commercial items in accordance with the FAR
Part 12.6. A written solicitation will not be issued. For this action,
the simplified acquisition threshold takes its definition from FAR
13.5. The Navy's Acquisition Reform Office (ARO) located in Crystal
City, Va. has a requirement for support services. The Statement of Work
is provided now. The Government invites you to propose your approach to
meeting this requirement based upon the resources identified in your
Navy ITSS BPA or GSA schedule. The ARO anticipates work to commence on
or shortly after 7 January 2000 and continue through 31 December 2000.
-- The Government's award evaluation shall be in accordance with the
ordering rules stated in FAR 8.402 and GSA language in their FSS
schedules ordering terms and conditions. Selection shall be based on
the following in descending order of importance. 1. The expertise
provided by the offeror. The resumes of Key personnel will be evaluated
based on education and experience. We'll be looking for educational
background and especially work experience that shows prior success in
meeting goals and solving problems in the fields of work supported by
the ARO and/or identified by the SOW. 2. Past Performance is closely
associated with the expertise provided. Although the past performance
of the Key personnel is of prime importance, your corporate experience
in the work areas supported by ARO is important. 3. Technical
Approach. Please provide a written response to how you would meet the
needs of the ARO as described in the SOW. 4. Price will be evaluated
for Realism and will become more important as the range of technical
scores narrow. Please provide a breakdown of the price by labor
categories, fully burdened prices per hour, and quantities of hours per
category. Other direct costs should identify what tools you need and
expenses you anticipate to directly support the labor you offer. Please
limit your quote to ten pages total. The time for submission of quotes
is 2:00 PM on Wednesday, 29 December 1999. Your response may be made

Place of Performance: A. Navy Acquisition Center of Excellence (ACE)
Washington Navy Yard Period of Performance: Award on or about 7 Jan
2000 to Dec 31, 2000 Statement of work: Provide the Department of Navy
Acquisition Reform Office ARO/ACE with a knowledge based Integrated
Digital Environment (IDE) that will meet OSD and Congressional mandated
IDE requirements and will support the execution of the DoN ARO Mission.
Background: In FY2000 the Acquisition Reform Office (ARO) re-focused
the DoN Acquisition Reform (AR) strategy and execution, under the
direction of the SECNAV, to pursue a more proactive Naval wide
acquisition workforce agenda. The ARO has initiated comprehensive
FY2000 programs expanding and accelerating all AR FY1999 initiatives to
meet these objectives. Integral to this effort is an ARO knowledge
based Integrated DigitalOperating Environment (IDE) to enhance ARO role
& mission execution, team integration and knowledge re-use. ARO
requires this capability to provide the ARO team with acquisition
knowledge on demand, from any source, at any time, from any location
with a high degree of confidence to meet the breadth and scope of ARO
customer needs across programs, phases, and disciplines. Integrated
planning and Process Development: Create, model, and verify the ARO
knowledge management processes as well as a processes to capture,
codify, relate, link, organize, manage, and distribute acquisition and
acquisition reform process-specific knowledge across the ARO team to
meet its critical stakeholder and customer requirements. Develop the
processes whereby ARO acquisition knowledge is collected, measured,
evaluated, linked, and published. This process should include as a
minimum: -- Business cases and process analysis -- Knowledge mapping
and classification -- Detailed analysis and design -- Multiple user
interfaces for search, retrieval, and multi-dimensional knowledge
display -- Training and implementation Analysis will be conducted and
metrics applied with a broad knowledge context and evaluation framework
of current: (1) OSD initiatives in acquisition reform, acquisition
knowledge management, integrated digital environments, and information
technology architectures; (2) DoN acquisition knowledge domains and
initiatives (strategic, enterprise, business strategy and program
management, engineering (development, design, simulation, and test),
production and operational support processes of the DoN acquisition
lifecycle); (3) DoN and OSD plans, policy, doctrine, law, guidelines,
management, technology, acquisition and national security requirements;
(4) DoD and commercial disciplines including program management,
systems engineering, web technology integration, knowledge engineering,
collaboration, and business process engineering, independent test
planning and execution. Alignment/modification of ARO existing
information and IT environment infrastructure: Align/modify ARO
existing information and IT environment infrastructure to collect,
measure, evaluate, link, and disseminate acquisition and "acquisition
reform" knowledge required by the ARO team; (1) leverage ARO
partnerships with academia, industry, and other government activities;
and (2) comply with DoN Acquisition Knowledge Management guidance and
policy (DON (CIO) IM/IT SPWG, ARSSG, -- TRI-SERVICE, NARSOC, ARTWG,
DoN OSD RIT). This environment will include the following as a minimum:
-- ACE facility base of operations -- IT hardware, tools, software,
tech staff support infrastructure -- Collaboration facilitation and
software tools -- Network and VTC connectivity (in/outside ARO) -- Web
technology integration -- Self hosted ARO Team, customer & Demo
meetings/VTC -- Application of the ACE collaboration centers and
technology -- Decision support and analysis methods -- Desktops and/or
Laptops access -- ARO Partnerships with Academia, Industry, and Other
Government Activities ARO knowledge based IDE creation and ARO
deployment: Demonstrate the integration of key ARO knowledge products
in a phased implementation that supports the objectives of the ARO
FY2000 tactical plans and initiatives in meeting knowledge
requirements. A minimum functionality must be deployed by October 2000
providing the identification, sharing, distribution, and collaboration
knowledge based IDE required by the DoN ARO Team. A demonstration of
basic functionality will be conducted at the ACE Facility within 90
days from date of contract award. The implementation and demonstrations
will be conducted in a commercial best practice documented manner at
the ARO Acquisition Center of Excellence in Washington, D.C. The
project will be executed using current technology and knowledge
management methods and practices. Web integration will be performed on
an iterative schedule with multiple, incremental releases. Knowledge
will be identified and captured in the requirements phase so as to
develop the process for knowledge identification and capture, with the
overall purpose being to link and disseminate knowledge to the DoN
user community. Government Furnished Items: All existing documentation
required to assist in the execution of this task will be provided.
Office space, network connections and ARO technology access as required
to support alignment and modification of ARO existing information and
IT environment infrastructure. Security Requirements: Personnel with
security clearances up to and including SECRET must be provided to
support ARO team integration, and customer and operations as required
for ARO initiatives. A DD254 will be prepared for the resulting
delivery order. For the purposes of providing information now, the
items to be marked as necessary on the security specification (DD254,
Dec 90 edition) will be 10j, 11b and 11e. Privacy Act Requirements:
Information handled may be subject to Privacy Act. All personnel
assigned to this task must be familiar with, and comply with,
appropriate Navy regulations and/or instructions concerning Privacy Act
Information. Travel is required for coordination among ARO team,
stakeholders (SYSCOMS, PEOs, etc.) partners and customers. Materials
will be required to interface to knowledge sources (people, activities,
and databases) and provide visualization to ARO team, customers and
