for the Tobyhanna Army Depot, Tobyhanna Army Depot for a base period of
one year (FY 2001 (01 Oct 2000-30 Sep 2001) with the option to extend
for additional four one year option years (FYS 2002-2005). Contractor
shall provide all labor, material, equipment and transportation for
performance of the required services. Custodial services shall include
basic cleaning of facilities (specific routine cleaning tasks that are
required one to five times per week); cleaning and restock of restrooms
on a daily basis, periodic cleaning (specific services such as floor
stripping/re-waxing, carpet shampooing, high dusting and window
cleaning required quarterly, semi-annually or yearly); and special
requirements cleaning to include snow removal, emergency cleaning and
cleaning for special events. Both basic cleaning and periodic cleaning
require the use of a mechanical sweeper/scrubber in wide aisles.
Cleaning is required at varied physical locations within the Tobyhanna
Army Depot. Therefore, contractor will be responsible for providing
suitable means of transportation of contractor employees, subject to
Government approval. Offerors will be required to provide pricing on a
monthly fixed-price basis. Solicitation will require day and night
shift cleaning requirements. Offerors will be required to submit a
proposal that will require an address of offeror's quality control plan
and offeror's past performance of custodial service contracts of
similar size and scope. Evaluation for award will consider proposal
acceptability, past performance and price. This acquisition is 100%
set-aside as a competitive acquisition under the U.S. Small Business
Administration's 8a program. Offers will be accepted only from eligible
8a contractors in the following geographic areas: SBA Region 2,
offerors located in the in the states of New York and New Jersey; and
SBA Region 3, offerors located in the states of Pennsylvania and
Delaware. Applicable Standard Industrial Classification Code for this
requirement is 7349: Building Cleaning and Maintenance Services Size
Standard: $12 Million. This acquisition will be processed in accordance
with the procedures at FAR Part 12 for the acquisition of commercial
items. DAAB17-00-R-0001 applies. Estimated issue/close dates are on or
