MANAGEMENT, MAINTENANCE AND REPAIR SERVICES A. A copy of this addenda
to the solicitation/synopsis shall be included with the offeror's
proposals. The following changes are made to the solicitation/synopsis
for the above named contract: 1. The proposal due date is changed to
2:00 p.m. (eastern standard time) December 30, 1999. 2. The previous
Section J, Index shall be replaced with the new Section J, Index,
(available by e-mail request). 3. The previous Section B, Schedule of
prices shall be replaced with the Section B,Schedule of prices which is
included as an e-mail attachment upon request. Offerors shall complete
this form with their bid prices for all contract line item numbers
(CLINs) and include it as part of the proposal. The price evaluation
shall be based upon the lowest price for the sum of the total base year
Lot 1 contract price, plus four option years (Lots II-V), Offerors are
cautioned that the prices proposed (including option years) will
become part of the final contract awarded, and must include anticipated
increases due to inflation. The only changes to these prices that will
be allowed will be adjustments due to changes in the published wage
rates under the service contract act or approved changes in the
collective bargaining agreement. Offerors must include appropriate cost
and price information (not certified) with their proposal to support
each price listed in Section B. 4. The descending order for evaluation
factors shall be changed to read as follows: Past performance is the
most important factor, technical/quality is second and costs factors
are least important. B. The following new information is provided: 1.
This streamlined solicitation/synopsis for a commercial item is being
issued under the procedures defined in FAR 12.603. There will not be a
formal solicitation (SF33 or UCF sections) and an attempt is being
made to limit all documents to electronic media. The information
commonly found in Sections A-M are to be found in the synopsis or
attachments B, C and J. Any attachments which are not included in the
synopsis/solicitation or this addenda shall not be used in the
evaluation. 2. There is very limited parking available at the site of
the pre-proposal meeting. Attendees shall be directed by the security
guard to overflow parking at the church approximately four blocks from
the Army National Guard Readiness Center. A maximum of 3 attendees
will be allowed to represent each firm at the pre-proposal meeting. 3.
The collective bargaining agreement is included as an attachment to
this e-mail. An official copy of the wage rates (#94-2103 dated
6/28/99) is still pending from the Department of Labor and shall be
included in the final contract 4. Contractors must submit their
questions in writing. The Government will publish the following during
the mandatory Pre-proposal meeting: Location and times to view the
Bidder Library The scope and expectations for oral presentations or
discussions Any further changes/addenda effecting this acquisition 5.
Custodial services are not anticipated to be part of this acquisition.

concerning the services that were previously performed under the
