Background "The US Air Force, Aeronautical Systems Center (ASC) intends
to acquire 13 additional KC-135 Reduced Vertical Separation Minima
(RVSM) kits, warranty, and associated spares to meet Foreign Military
Sales (FMS) requirements. ASC intends to award this contract on a sole-
source basis, under the authority of section 4202 of the Clinger-Cohen
Act of 1996 as implemented in FAR 13.500, to the current approved
KC-135 RVSM manufacturer, DME Corporation, Orlando Division, 12889
Ingenuity Drive, Orlando FL 32826-3001. DME was competitively selected
as the KC-135 RVSM kit contractor in August 1999. The contract will be
a firm fixed priced contract using FAR Part 12 procedures, acquisition
of commercial items. Delivery of the RVSM kits shall commence in March
2000 and continue through September 2001. The contractor will fabricate
and assemble the additional RVSM kits per the KC-135 OEM created
technical data package. The KC-135 RVSM kit consists of an RVSM flight
tested and certified digital air data computer (Part #: 9B- 81010-14),
altimeters (Part #: 9D-80110-14) and air speed indicators (Part #:
9D80210-14) for procurement by the RVSM contractor from Innovative
Solutions & Support (IS&S), 420 Lapp Road, Malvern PA 19355-1263. RVSM
kits will be installed on KC-135 aircraft and related training devices
through existing Government modification and maintenance programs.
Therefore, kit installation will not be part of this effort. Mr.
Stephen J. Plaisted has been appointed as Ombudsman to hear concerns
from offerors, or potential offerors, during the proposal development.
The purpose of the Ombudsman is to communicate contractor concerns,
issues, disagreements, and recommendations to the appropriate
government personnel. Existence of an Ombudsman does not diminish the
authority of the program director or the contracting officer.
Accordingly, the Ombudsman does not participate in the preparation of
solicitations, the evaluation of proposals or the source selection
process and, therefore, for routine matters on individual
