the POC, johnsoned@hanscom.af.mil. The Electronic Systems Center (ESC)
of the Air Force Materiel Command (AFMC) intends to award a
Supplemental Agreement for a Fixed Price contract line item to purchase
production parts on the Cost Plus Award Fee Engineering and
Manufacturing Development (EMD) contract (F19628-96-C-0129) with
Rockwell Collins. The program entitled Modified Miniature Receive
Terminal (MMRT) is designated as a "PEO Program" as defined by Air
Force FAR Supplement 5302.101. The proposed contract action provides
for early procurement of parts and equipment for the production and
installation of the MMRT into the E-4Band E-6B aircraft. The parts
consist of: cables and blowers for the A Kit; lot purchase of the Smart
Remote Control Unit (SRCU) and Survivability/Vulnerability (S/V) parts
for S/V lot acceptance testing: components such as diodes, Integrated
Circuits, resistors, and transformers; Power Distribution Panels;
Remote Control Panels; Loop Back hardware and Antenna Couplers. These
parts will be used on the MMRT Production Contract in order to meet
production and installation schedules for initial aircraft operations
in February 2001. The purchase of these parts is considered new work.
The MMRT is being developed and tested by Rockwell Collins, 3200 East
Renner Road, Richardson, Texas 75083-3807. This action is in accordance
with 10 U.S.C. 2304(c) (1) as implemented by FAR 6.3021, Only one (1)
responsible source. The Government intends an award by January 2000.
However, if a firm believes it is capable of performing the
Government's requirements they may identify their interest and
capability to meet the following screening criteria within fifteen (15)
days of this publication to ESC/NDK Attn: Mr. Edwin Johnson, ll Eglin
Street, Hanscom AFB, MA 01731-2120. Class I Ozone Depleting Substances
(ODSs) will not be permitted for use on this program and the
successful offeror shall also identify, track and control the use of
Class II ODSs and Hazardous Materials (HAZMATS). Firms must: a. have
proven experience with Survivability/Vulnerability (S/V) and Radiation
Lot Acceptance Testing (RLAT); have management experience in
manufacturing the type of components indicated above; have a production
capability and technical expertise which can procure and produce the
production parts using less than level 3 drawings (which do not include
the non-releasable manufacturing practices) which will be made
available as late as OCT 00 to meet the indicated schedule. Your
prospectus should include the name and telephone, and Fax number of a
point of contact within your firm. As a goal, the prospectus should not
exceed twenty pages. Telephone requests for draft material will not be
honored. Disclosure of classified and export controlled unclassified
(including sensitive unclassified) information shall be denied to
foreign Governments and Foreign Nationals, including firms under
foreign ownership, influence, or control, even if the firm has been
granted a reciprocal industrial security facility clearance. This
Foreign Disclosure denial applies to both the solicitation and to
contract performance, and it also applies to prime contractors as well
as to all subcontractors. This was previously synopsized as a Sources
Sought on 18 June 1999. An Acquisition Ombudsman, Colonel Steven H.
Sheldon, Director, Commander's Staff, has been appointed to hear
concerns from offerors or potential offerors during proposal
development. You should only contact the Ombudsman with issues or
problems you cannot satisfactorily resolve with the program manager
and/or contracting officer. The Ombudsman role is to hear concerns,
issues, and recommendations and communicate these to the appropriate
government personnel. The Ombudsman will maintain strict
confidentiality if desired. The Ombudsman does not evaluate proposals
