Background "The US Air Force, Aeronautical Systems Center (ASC) intends to acquire 46 additional altitude alerters (p/n 9D-80310-14) to meet Foreign Military Sales (FMS) and KC-135 training requirements. ASC intends to award this contract on a sole-source basis, under the authority of section 4202 of the Clinger-Cohen Act of 1996 as implemented in FAR 13.500, to the current supplier for the KC-135 aircraft, Innovative Solutions & Support (IS&S), 420 Lapp Road, Malvern PA 19355-1263. IS&S is currently on contract to supply 624 altitude alerters and have delivered 299 altitude alerters to date. The contract will be a firm fixed priced contract using FAR Part 12 procedures, acquisition of commercial items. The altitude alerters for the KC-135 fleet will provide enhanced altitude awareness for three person crew operations. The altitude alerter is integrated with the PACER CRAG system and Reduced Vertical Separation Minimums (RVSM) integrated solution. Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer.
