an acquisition strategy for a Deployable Portable Range Training
Package for Initial Brigade and other Army uses. Industry briefings on

information are being sought for portable range training packages to
allow for a wide variation of range configurations to meet live-fire
training requirements. These training packages are envisioned to
include a portable controlling device to control all hardware,
including stationary infantry troop and armor target lifters, moving
infantry troop and armor targets (if available), lightweight
rechargeable power sources, realistic "true to scale" silhouette
targets (which can be seen in day and night conditions), and all
ancillary equipment, connectors, spare/repair/provisioning package,
cases and carriers required to configure a complete "range-in-a-box."
The system shall be commercially available, portable, air deployable,
lightweight, compact, reliable, durable, simple to operate, easy and
quick to set-up/install, environmentally-friendly and require minimal
or no routine maintenance. The system must be capable of being able to
operate in all types of environment (i.e. hot, cold, wet, sandy,
salty, etc.), and must possess MILES and TWGGS/PGS compatibility. All
target lifters should be low profile for simple emplacement, and shall
be capable of lifting and dropping target silhouettes in and out of
view as commanded. Cost of operating and supporting the targetry
devices is a key factor. Any company with the expertise to provide the
required targetry equipment is invited to submit a statement of
interest within 20 days, to include information on current products
meeting the general characteristics stated in this announcement and the
reasons why a suggested product could be expected to achieve the
capabilities requested. Supporting data and documentation should
include commercial literature clearly describing critical information
such as operational capabilities and operational duration capability
(including weatherproofing, waterproofing, and operation in
environmental extremes), equipment weight and dimensions, target
silhouette description and life expectancy (if contractor is providing
troop infantry targets other than the standard U.S. Government
approved and produced 3-Dimensional E and F silhouettes); operational
costs; warranty information; pricing information including any
discounts available; production and/or delivery lead-time requirements;
packaging and shipping information; and a provisioning/spare/repair
parts list for a 12-month deployment duration. Interested sources are
requested to provide information concerning small business status,
percent of foreign content, and the contract numbers of any current or
previous government contracts for similar products (to include names
and phone numbers of Government contracting and/or technical personnel
with knowledge of their products). It is further requested that all
information be submitted in duplicate to facilitate the market survey
