synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. Responses shall reference Request for
Quotation No. DE-RQ04-2000AL79608. This combined synopsis/solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-14. Although this requirement
is anticipated to be awarded under Full and Open Competition; we
reserve the right to award 100% Small Business Set-Aside utilizing a
Standard Industrial Classification (SIC) Code 3842 with a corresponding
qualifying size standard of 500 employees (indicates maximum allowed
for a concern, including its affiliates, to be considered Small). The
Department of Energy, Albuquerque Operations Office (DOE-AL) intends to
purchase Chemical Protective Overgarments, gloves and socks. The
specifications for the Chemical Protective Overgarments are as follows:
(1) Color Medium Blue and Camouflage in quantity and size distribution
included at the web-site referenced below; (2) Hood to be compatible
with Millennium Gas Mask (MCU-2P); (3) Legs in trousers to accept boots
when donning; (4) Suit jacket to have hook and pile for 7x9 inch patch
on back and 4x5 inch patch over front pocket area; (5) Military
Specification C-29462 requirements. Partial Shipments will be accepted.
The first partial shipment will be required by January 10, 2000 in the
following amounts and sizes: MEDIUM BLUE COAT -- Large/Long 12 ea.;
Large/Regular 32 ea.; Medium/Long 3 ea.; Medium/Regular 2 ea.;
Medium/Short 1 ea. MEDIUM BLUE PANT -- Large/Long 10 ea.; Large/Regular
29 ea.; Medium/Long 3 ea.; Medium/Regular 7 ea.; Medium/Short 1 ea.
SOCKS -- Large 140 ea.; Ex-Large 75 ea. GLOVES -- 9 1/2 140 ea.; 10 1/2
75 ea. The partial shipment schedule can be accessed at the web-site
referenced below. The delivery and acceptance point is U.S. Department
of Energy, Pennsylvania & K Streets, Building 20397, Albuquerque, NM
87116. Delivery shall be FOB Destination. All commercial provisions and
FAR clauses referenced in this solicitation are available in full text

Offerors -- Commercial Items and FAR 52.212-2, Evaluation -- Commercial
Items applies to this acquisition. Only those Offerors who can furnish
the items or equivalent will be considered. Equivalent items must meet
the specifications required above. If an equivalent item is proposed,
specification sheets shall be included with your quotation. Award will
be made based on lowest overall price. Offerors shall also provide a
completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications-Commercial Items. The clauses at FAR
52.212-4 Contract Terms and Conditions-Commercial Items, and FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items, apply to this acquisition. Under
FAR 52.212-5, paragraph (b), the Contracting Officer has indicated that
the following clauses are incorporated by reference: FAR 52.222-26,
