to issue a Request for Proposal (RFP) for specialized scientific and
technical support on a sole source basis to General Sciences
Corporation pursuant to 10 USC 2304 (c)(1) -- Only One Responsible
Source. This procurement will extend the period of performance under
Contract NAS5-32332 for up to an additional seven months. The extension
period will be from March 1, 2000 through April 30, 2000 with five (5),
1-month options. This extension is required to: (1) meet critical
milestones within the Data Assimilation Office (DAO), Sounder Research
Team (SRT), and the Laboratory for Hydrospheric Processes and (2) to
allow for the consolidation of efforts with similar requirements within
the Earth Sciences Directorate for the purpose of competition. This
procurement is a continuation of specific specialized scientific and
technical support that General Sciences Corporation provides to advance
NASA programs by promoting the increase in scientific knowledge in the
areas of data assimilation, general circulation modeling, retrieval of
atmospheric parameters from satellite instruments, and the study of
climate phenomena such as El Nino and monsoons. The DAO, SRT, and
Laboratory for Hydrospheric Processes are committed to critical
milestones regarding the delivery and/or processing of scientific data,
software, scientific analysis tools, and computer resources during the
period from March 1, 2000 through April 30, 2000. Conducting a
competitive procurement during the 1999-2000 time frame, prior to
expiration of the proposed extension identified in paragraph 1, would
cause unacceptable delays to the affected missions/programs. The
critical milestones include: 1) delivery of the SRT portion of the AIRS
code to the Jet Propulsion Laboratory (JPL) in May 2000. The
Atmospheric Infrared Sounder (AIRS) Science team at JPL is required to
deliver the Version 2 Launch Ready System to the Earth Observing
System (EOS) PM-1 team in June 2000; 2) delivery of the most recent
version of the MPI-coded Goddard-EOS (GEOS) GCM, for the PM-1 system in
June 2000; 3) development of a hybrid coordinate for GEOS to allow a
multi-year stratospheric analysis by April 2000. This involves
incorporating the hybrid coordinate within the ARIES/GEOS dynamical
core, as well as generalizing the physics drivers, analysis interface,
and output routines to allow for the coordinate change; and 4)
development of a higher resolution surface PSAS analysis, including the
underlying statistical parameters, capable of utilizing high resolution
satellite surface wind measurements by April 2000. The support sought
during this extension is a continuation of the work performed by
General Sciences Corporation, under Contract NAS5-32332, and is only
intended to continue until follow-on contracts are competitively
awarded. The statutory authority for this sole source procurement is 10
USC 2304 (c) (1) -- Only One Responsible Source. However, companies who
believe that they can provide these services without any detrimental
impact to program schedules supported by this work, shall identify
their interest and capabilities within 15 days after the publication of
this synopsis. See CBDNet Numbered Note 22. Interested parties have 15
days from publication of this synopsis to submit in writing to the
identified point of contact, their qualifications/capabilities. Such
qualifications /capabilities will be used solely for the purpose of
determining whether or not to conduct a competitive procurement.
Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete the
proposed effort on a full and open competitive basis, based on the
responses to this notice is solely within the discretion of the
