The U.S. Army Engineer District, Japan requests proposals for Environmental Services for planning, studies, reports, assessments, reviews, investigations, evaluations, testing, and other services associated with various general environmental projects at various locations throughout Japan. Services may include preparation of environmental reports and studies, feasibility and economic analysis, reviews and evaluations, research and documentation, assessments, impact statements, planning documents, management plans, mitigation/remedial plans, site investigations and surveys, drilling, sampling and analysis, investigative analysis, monitoring, underground storage tank testing, Geographical Information System deliverables, and other environmental-related work. The required work will support military and host nation projects in Japan within the area of responsibility of Japan Engineer District. One or possibly two contracts will be awarded through this solicitation. The length of this contract is for one base year plus two option periods of one year each. Services will be implemented through individual task orders on an as-needed basis, with a maximum cumulative contract total of $3,000,000 for a one year period if only one contract is awarded. If two contracts are awarded, each will have a maximum cumulative limit of $1,500,000 for a one-year period. As an option, the Government may, after a cumulative contract total of $3,000,000 is reached for one contract, or $1,500,000 each for two contracts, during the first and each succeeding year, extend the contract(s) for an additional maximum cumulative contract amount of $3,000,000 or $1,500,000 per year respectively. The Contractor shall be required to conform to a separate scope of work for each task order, but in general will be required to conduct environmental services as noted above. The contract is anticipated to be awarded in March 2000. The contract shall require the Government to order Goods or Services priced at not less than: Two percent (2%) of the stated maximum of $500,000, whichever is less, in the Base year; and one percent (1%) or $250,000, whichever is less, in each Option Year. The Government has the option to award more than one contract under this Notice of Procurement. If two or more task orders with duplicative scope of work are awarded concurrently by the Japan Engineer District, U.S. Army Corps of Engineers, the criteria for more of the following factors: (1) Professional Qualifications, (2) Specialized Experience and Technical Competence, (3) Capacity to accomplish the work, (4) Past Performance, (5) Volume of Work with Federal Agencies, (6) Geographic Proximity and (7) Lowest Estimated Cost. The proposed procurement is unrestricted. The solicitation shall be issued on or about 10 January 2000. Documents are available without charge.
