SERVICES, 66TH AIR BASE WING, HANSCOM AFB, MA. Notice of Contract
Action for the purpose of issuing a solicitation to conduct an A-76
cost comparison study for Hanscom's Civil Engineering Services to be
performed at Hanscom AFB, MA and geographically separated units (Cape
Cod Air Station, Fourth Cliff Recreation Center, Ipswich Air Station,
Maynard/Sudbury Support Site, Searsport Defense Fuel Support Area, Dow
Pines Recreational Site and Sagamore Hill Support Site. Any resultant
solicitation may include the following, subject to change depending on
varying mission requirements; 1) customer support services, 2)
infrastructure maintenance, 3) facility maintenance, 4) physical plant
operations, 5) utilities management, 6) civil engineer services, 7)
environmental protection services, 8) architectural and engineering
services, 9) property management, and 10) financial management. The
duration of this contract, with all options, is anticipated to be five
years. Copies of the draft RFP documents and updated information will
be posted on the Hanscom Electronic Bulletin Board (HERBB) at
http://www.herbb.hanscom.af.mil. Industry comments are highly
encouraged during the draft phase. The formal Request for Proposal
(RFP) will also be issued electronically. HERBB will be used as the
primary source of document distribution. All companies who are
registered for business opportunities on the Civil Engineering Services
HERBB site will automatically receive an e-mail every time there is an
update to that web site or a file is added. The government does not
intend to award a contract on the basis of this notification or
otherwise pay for any information or inquiry. This synopsis does not
constitute a request for proposal, and is not considered to be a
commitment by the government. SIC Code 8744, Facilities Support
Management Services, $20.0M, will be used for this acquisition. An
Acquisition Ombudsman, Colonel Steven H. Sheldon, Director, Commander's
Staff, has been appointed to hear concerns from offerors or potential
offerors during proposal development. You should only contact the
Ombudsman with issues or problems you cannot satisfactorily resolve
with the program manager and/or contracting officer. The Ombudsman role
is to hear concerns, issues, and recommendations and communicate these
to the appropriate government personnel. The Ombudsman will maintain
strict confidentiality if desired. The Ombudsman does not evaluate
