The Federal Highway Administration has a requirement to conduct a study
of the adequacy of commercial truck parking facilities. This is a new
requirement; there is no incumbent contractor. This is a Full and Open
Competition. The SIC code is 8711, Engineering Services. This
solicitation will only be released and available electronically through
the Electronic Posting System (EPS) at www.eps.gov. Accordingly, NO
written, telephone, facsimile or e-mail requests for the solicitation
package will be accepted. The estimated posting date of this
solicitation is January 3, 2000. Proposals will be due 30 days after
the posting of the solicitation. Since this solicitation will only be
available electronically, it will be the responsibility of interested
parties to monitor the EPS website for the posting of the solicitation
and any subsequent solicitation amendments. Section 4027 of the
Transportation Equity Act for the 21st Century (TEA-21) calls for, _a
study to determine the location and quantity of parking facilities at
commercial truck stops and travel plazas and public rest areas that
could be used by motor carriers to comply with Federal hours of service
rules. The study shall include an inventory of current facilities
serving the National Highway System, analyze where shortages exist or
are projected to exist, and propose a plan to reduce the shortages. The
study may be carried out in cooperation with research entities
representing motor carriers, the travel plaza industry, and commercial
motor vehicle drivers._ The scope of proposed study will include the
following tasks/activities: (1) Provide technical assistance to
partnerships at the corridor, State, and sub-State levels in
inventorying current parking facilities serving the National Highway
System; analyzing current and projected rest parking shortages, and
developing action plans to reduce the shortages; (2) Develop and
maintain, for the duration of the Contract, a web site that serves as
an information clearinghouse for stakeholder partnerships on truck rest
parking; (3) For individual partnerships, conduct inventories of
current parking facilities (including public rest areas, privately
owned truck stops and travel plazas, and other rest parking facilities)
serving the National Highway System, perform analyses of current and
projected rest parking shortages, and develop action plans to reduce
the shortages; (4) Compile status reports from partnerships at the
corridor, State, and sub-State levels on their progress toward
inventorying parking facilities, analyzing parking shortages,
developing plans for reducing shortages, and implementing those plans;
(5) Prepare a report to Congress documenting the nationwide
inventories of parking facilities, analyses of parking shortages, and
plans for reducing those shortages. For information on commercial
