Edwards Air Force Base has a requirement for the following services:
To effectively improve the reliability of DOD telemetry systems,
effective means to mitigate the effect of the Radio Frequency (RF)
channel impairments. RF Channel Model Maintenance, maintain repository
for existing RF channel characterization data and analysis results
collected via ARTM government flight tests. This information will be
made available electronically to all government agencies and industry.
Maintain ARTM RF channel data and analysis tools. These tools are
specially designed for automating the analysis of channel data
collected on ARTM government flight tests. Update ARTM RF channel model
with data supplied through ARTM government flight tests. Recommend
alternative candidate channel measurement test methods, which would
provide additional insight into channel characteristics. Analyze
potential methods of mitigating the impact of RF multipath on
aeronautical flight test. Using the channel model assess the viability
of the potential candidates for RF multipath mitigation. These
candidates will include, but not limited to: error coding and
correction, equalization, and alternative modulation techniques.
Provide a report on potential RF multipath mitigation candidates. The
report shall include a recommendation for each candidate, along with
supporting rationale. A briefing of result will be provide prior to the
publication of the final report. The contractor's performance will be
based on the timeliness and content of the following products. Products
in contractor's format will be acceptable. Product: Channel Data and
Model Website (or equivalent). Briefing: Mitigation Candidate
Assessment. Report: Mitigation Candidate Assessment. The proposed
action is for services for which the Government intends to solicit and
negotiate with only one source, Brigham Young University (BYU), Dept
of Elect. & Computer Engineer, 459 Clyde Building A-278 ASB, Provo UT
84602, (801) 378-4012 under the authority ofFAR 6.302-5(a)(2). A
determination by the Government not to compete this proposed contract
is based upon responses to this notice and is solely within the
discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. Interested offerors must submit adequate
evidence to demonstrate their capability to provide such services.
