Coast Guard owned housing located on Life Saver Drive in Sitka, Alaska. Anticipate painting twenty housing units with the possibility of five more units (8 two bedroom, 9 three bedroom and 3 four bedroom) from February 2000 through and including September 2000. Solicitation to be issued on or about 1/5/00. Quotations must be submitted to this office no later than 1/18/00. There is no charge for these documents. The work required by this solicitation is identified as Industry Standard #1721, and the applicable size standard is $7 million dollars in annual average gross revenue of the concern for the past three fiscal years. This procurement is issued pursuant to the Small Business Competitiveness Demonstration Program; Public Law 100-656, as implemented by the OFPP Policy Directive and Test Plan dated 8/31/89. This is not a small business set aside. Award will be made to the responsible firm offering the lowest price. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the U. S. Coast Guard. Alternate payment protection shall be required after Purchase Order award, in the form of a payment bond, certified or cashier's check, bank draft, money order or currency. The penal amount of payment protection shall equal 50% of the contract price. For Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs), the Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged enterprises to acquire short-term working capital assistance for transportation-related contracts. This is applicable to any eligible prime subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for quote, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guarantee of the quote amount to a surety against losses. Loans are available under the DOR Short Term Lending Program (STPL) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
