requirement for a dependent care resource and referral service. At a
minimum, the contractor shall provide required services through
telephone counselors, online support, resource materials, checklists,
guidebooks, kits, and videos. The contractor shall offer Department of
Justice employees customized referrals to the best sources for
assistance, on the range of dependent care issues covered, at local
and/or national levels -- whichever meets the needs of the employee.
The contractor shall be knowledgeable of, and shall provide employees
up-to-date information on such issues as, child care regulations,
higher education options and financing strategies, long-term care
insurance, and Medicare regulations pertinent to State of residence.
All of the above information is meant to be general and descriptive and
is not all-encompassing of what will be required under the contract.
The base period of performance will be from October 1, 2000 or the
issuance of the Noticeto Proceed, whichever is later, through September
30, 2001, and there will be government options to extend the period of
performance up to a total of 60 months. The solicitation document will
be available about January 20, 2000 and will be distributed solely
through the General Services Administration's Electronic Posting System
(EPS) web site at http://www.eps.gov (hard copies of the solicitation
document will not be available). The EPS site provides downloading
instructions. All future information about this acquisition, including
solicitation amendments, will also be distributed solely through the
EPS site. Interested parties are responsible for monitoring the EPS
site to assure that they have the most up-to-date information about
