Activities Office intends to negotiate on a sole source basis with
Allen L. Zack to continue services started in an earlier procurement to
work with the International Activities Office staff to provide
necessary written documents needed in the planning and coordination of
the U.S. National Weather Service (NWS) technical assistance
activities for international hydro meteorological projects for the
Caribbean Region. The contractor's unique expertise in hydrology and
knowledge of the Caribbean Islands will enable him to perform the
following specific duties: 1) Prepare a brochure on the progress made
during 1998 and 1999 in placing scavenger wells and hydro
meteorological automatic stations in Turks and Caicos Islands and the
potential for additional placements in the Caribbean; 2) Meet with
potential donors to determine whether additional scavenger wells and
automatic hydro meteorological stations can be supported in the future
throughout the Caribbean; 3) Investigate the feasibility of placing an
additional scavenger well and automatic hydro meteorological station in
Anegada, Anguilla or Cayman Brac, and upon coordination with the
International Activities Office, establish a suitable site; 4)
Investigate the feasibility of placing an additional scavenger well and
automatic hydro meteorological station in Isla de Aves or Swan Island
and upon coordination with International Activities Office, establish
a suitable site; 5) Develop and maintain a real-time website for data
from automatic hydro meteorological stations in the Caribbean; 6)
Investigate other priority locations for future best sites, considering
the potential for fresh water from scavenger wells and the need for
data from automatic hydro meteorological stations; 7) Work closely with
the International Activities Office staff on planning, coordination and
implementation of project; 8) Prepare a summary report of activities
and progress on a quarterly basis to Chief, International Activities
Office.Period of Performance will be from date of award through August
1, 2000 on an "as needed" basis. This is a notice of intent and cannot
be considered a solicitation; therefore, no solicitation package is
available. Award will be made using simplified acquisition procedures.
