Functional Academic Skills Training (FAST) instruction of military personnel at Fort Benning, GA, in three basic skills divisions: reading, mathematics, and language. Requirement involves development of classroom procedures, conducting instruction, administering activities, evaluation of student progress, to include testing, and submission of reports. Contractor shall be an academic institution accredited by a national or regional accrediting body recognized by the U.S. Department of Education and shall have a minimum secondary school level accreditation. Instructor shall possess, as a minimum, a Bachelor's Degree from an accredited college or university, state certification, and one year's teaching experience. Test administrator shall possess, as a minimu, a Bachelor's Degree, two year's experience instructing examinees and administering tests, and test instruments in a civilian or military program. Performance Period: 01 Mar 00 thru 28 Feb 01. This is a fixed price, indefinite delivery/indefinite quantity contract wherein services will be ordered by issuance of monthly delivery orders. Classes will be conducted via classroom sessions (maximum of 4 hours each). Estimated number of sessions is 171 each, a.m. and p.m. Written requests only. Solicitation packages will be available on or about 10 Jan 00, at $22.00 each. Payment must be made by check or money order, payable to the United States Treasury. Contractor is required to annotate the Solicitation Number on the face of individual checks or money orders for each solicitation request. Payment for mulitiple solicitations on one check shall be returned to sender. The solicitation, when issued, shall be provided upon receipt of check or money order. Refunds will be made only if solicitation is not issued. This solicitation is unrestricted. All responsible sources may submit a proposal which shall be considered by the Issuing Office.
