synopsis/solicitation for a commercial item prepared in accordance with
the format in Subpart 12.6, as supplemented with additional information
included in this notice and an addendum. This announcement constitutes
the only solicitation; proposals are being solicited and A WRITTEN
SOLICITATION WILL NOT BE ISSUED. This requirement is being issued as a
Request for Proposal. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-14 and Defense Acquisition Circular 91-13. The following
is a list of requirements: This publication is to be produced at "No
cost" to the Government. Printing and delivery of an Unofficial
Installation guide for Marine Corps Logistics Base, Albany, GA. This
biennially-published, magazine-style, full-color booklet will be used
to provide newcomers, Command guests and base personnel essential
information about the Command and services available. This acquisition
will be accomplished as a Civilian Enterprise Publication (CE). The
solicitation and contract award shall be conducted using the
requirements of the Federal Acquisition Regulation (FAR) and the
Defense Federal Acquisition Regulation Supplement (DFARS). The
publisher shall look exclusively to advertising sales for revenue to
cover ALL publishing costs and profits, if any. The resulting contract
will constitute a two-year base period, with options to renew the
contract for two (2) biennial (2 year) option periods (for a total of
6 years). A copy of the Government's proposed statement of work can be
obtained by contacting the Procurement Specialists identified above.
"Best Value to the Government" shall be the criteria for source
selection. This procurement action is unrestricted as to business size,
utilizing full and open competition. The following clauses apply:
52.212-4, Contract Terms and Conditions Commercial Items; 52.212-5,
Contract Terms and Conditions Required to Implement Statues or
Executive Orders Commercial Items, incorporating; 52.222-35,
Affirmative Action for Special Disabled and Vietnam Era Veterans,
Affirmative Action for Handicapped Workers; 52.222-37, Employment
Reports on Special Disabled Veterans and Veterans of the Vietnam Era;
52.225-3, Buy American Act Supplies, commercial Items apply to this
acquisition. Offerors responding to this announcement must provide the
information that is contained in 52.212-1, Instruction to Offerors
Commercial Items. The prospective awardees shall be registered in the
Defense Central Contractor Register (CCR) prior to award. For

those offerors that respond to this announcement within the required
