This procurement is for the solicitation of a Two-Phase Design-Build firm fixed price contract to renovate 16, three (3) bedroom townhouse units and 7, four (4) bedroom houses. Also as part of the renovation of the 16, three (3) bedroom townhouse units is to provide the mechanical design (plumbing and HVAC). Exterior work to include windows, roofing, porches, and site work to improve drainage. Renovation includes carpentry, paint, wood doors, ceramic tile, resilient floors, wall coverings, cabinets, interior electric and other related work. The contractor shall provide all labor, supervision, engineering, materials, equipment, tools, parts, supplies and transportation to perform all work described in the drawings and specifications. Requirements for the technical Source Selection criteria factors are as follows: PHASE ONE (1) Corporate Experience; sub-factors (1A) Relevant Experience and (1B) Key Personnel; (2) Past Performance; sub-factors (2A) Team's Past Performance and (2B) Experience Modification Rating and (3) Small Business Subcontracting Effort. PHASE TWO (1) Small Business Subcontracting Effort and (2) Technical Solutions and (3) Price. A maximum of five offerors selected during PHASE ONE will advance to PHASE TWO. Offerors will be evaluated on both technical and price. Technical and price will be equal in significance. The Government reserves the right to reject any or all proposal prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price; and to award to the proposers submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED ANY AWRD MAY BE MADE IN PHASE TWO WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. The receipt date for technical proposals for PHASE ONE is 14 FEBRUARY 2000. Proposals for PHASE TWO will be requested after the competitive range have been established. The magnitude of construction is estimated to be between $3,200,000.00 to $3,600,000.00. Duration of the project is 720 calendar days. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format. Contractors may view and/or download this project from this website when the CD-ROM copies become unavailable.
