EMV-2000-RQ-0007, stephany.bayne@fema.gov. The Federal Emergency
Management Agency (FEMA) is seeking bidders for the following project:
The installation of .025" stainless steel in four existing walk-in
refrigerators and one existing walk-in freezer in Bldg. 435. The five
units are approximately 9'x12'x8'high. The walls are 8" concrete
masonry unit with 6" and 4" of insulation with vapor barrier. The work
effort shall be performed at the FEMA, Mount Weather Emergency
Assistance Center, 19844 Blue Ridge Mountain Road, Loudoun County,
Bluemont, VA. The building shall remain fully operational during the
entire construction period. Demolition work consists of: The Government
shall pump down and store the freon from the existing systems. The
Contractor shall disconnect refrigeration piping, drain lines,
thermometer, electric supply lines, etc. A refrigeration unit shall be
completely renovated and placed back into service prior to another
unit being taken out of service. All surfaces adjacent to removed items
shall be cleaned and rendered free of existing peeling epoxy paint and
debris. Interior areas and surfaces exposed shall be protected from
any damage during construction work. Construction work consists of:
Contractor shall field verify the adequacy of all spaces where .025"
stainless steel is indicated to be installed prior to fabrication.
Stainless steel shall be installed on ceilings and walls with an
approved method of attachment and silicone caulking. Contractor shall
be responsible for all field measurements. Upon completion of the
installation of the stainless steel lined panels, the Contractor shall
reinstall all refrigeration equipment. The Government will recharge
the refrigeration system. The Contractor shall then restart the system
for each refrigeration and freezer. The equipment shall be operated
for a period of not less than eight hours. The temperature in each
refrigerator or freezer shall be continuously recorded. The
temperatures, times, dates, and duration shall be provided in an
official report to the Government. The period of performance shall be
45 calendar days from the award date. The magnitude of the requirement
in terms of the estimated price range is between $25,000.00 and
$100,000.00. This procurement is subject to the availability of Fiscal
Year 2000 funds. A valid Virginia's Contractor's License will be
required in order to bid on and perform the work. Presolicitation
conference and site visit date and time is to be identified in the
Request for Quote (RFQ) package. RFQ No. EMV-2000-RQ-0007 will be
issued on or about January 10, 2000, and quotes will be due on or about
February 10, 2000. The resulting award will be firm-fixed price
construction type purchase order and will be a 100% small business
set-aside requirement under SIC Code 1541. Copies of the RFQ to include
specifications and drawings will be available by written request only
and must be either faxed to 540/542-2632, sent via electronic mail to
