This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR subpart 12.6 as supplemented with additional informatin included in this notice. This announcement constitutes the only solicitation; proposals are being requested a written solicitation will not be issued. See Note 22 -- Phantom Products Inc. is the only known source for a wide angle Light Emitting Diode (LED) dispered illumination source compatible with the Joint STARS cockpit avions instrument panel switch/indicators. The Joint STARS switch/indicators provides consistent legend illumination with sub-midget incandescent lamps and reflectors within the switch pushbuttonmodule assembly. Phantom Products Inc. has numerous patents relating to custom LED optics that obtain the desired disbursed illumination pattern for the application. The proposed contract action is for supplies or services for which the Goverment intents to solicit and negotiate with only one source under the authority of FAR 6.302. Need date for this material is March 15, 2000. The following clauses are applicable to subject solicitation: FAR 52.212-1 (Instructions to Offerors), 52.212-2 (Evaluation -- Commercial Items), 52.212-3 (Offerors Representations and Certifications -- Commercial Items), 52.212-4 (Contract Terms and Conditions -- Commercial Items), and 52.212-5 (Contract Terms and Conditions required to implement statutes or executive orders -- Commercial Items).
