This notice is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). FABRICATION AND TESTING OF THE OPTICAL PASSBAND
FILTERS FOR THE INFRARED CAMERA WITHIN THE HUBBLE SPACE TELESCOPE WIDE
FIELD CAMERA-3 (WFC3). DELIVERABLE ITEMS AT THE END OF THE CONTRACT
INCLUDE: Two (2) FLIGHT CANDIDATE FILTERS. Four (4) WITNESS SAMPLES FOR
EACH FILTER TYPE, SPECTRAL SCANS CLEARLY DISPLAYING TRANSMITTANCE,
PASSBAND AND OUT-OF-BAND PERFORMANCE FOR EACH FILTER TYPE. IN ADDITION,
COPIES OF INTERFEROMETRY DATA OF THE UNCOATED SUBSTRATE AND COATED
FILTER MUST BE PROVIDED. THE SPECIFICATIONS DESCRIBED HEREIN ARE BASED
ON REQUIREMENTS FROM WFC3'S SCIENCE OVERSIGHT COMMITTEE, THE
INSTRUMENT'S OPTICAL DESIGN AND THE REQUIREMENTS FROM THE HUBBLE SPACE
TELESCOPE. THE WAVE-LENGTH RANGE FOR WFC3 INFRARED CHANNEL IS
CURRENTLY 0.8 TO 1.9 MICRONS. THE FILTERS WILL BE OPERATED AT A
TEMPERATURE OF -40 C AND ARE 25.4 MM IN DIAMETER. THERE WILL BE A TOTAL
OF 14 SPECTRAL ELEMENTS SELECTED FOR THE IR FILTER WHEEL. THIS INCLUDES
12 PASSBAND FILTERS AND 2 GRISMS. THE GRISMS ARE INCLUDED IN THE TABLES
FOR COMPLETENESS AND WILL BE ORDERED SEPARATELY. THIS PROCUREMENT IS
FOR THE 14-PASSBAND FILTERS OF WHICH 12 WILL BE SELECTED FOR THE WHEEL
FROM THE DELIVERY BASED ON SCIENCE REQUIREMENTS AND DETECTOR
PERFORMANCE. TOTAL DELIVERY WILL INCLUDE TWO FLIGHT FILTERS AND FOUR
WITNESS FILTERS PER ELEMENT TYPE. THEREFORE, DELIVERIES FOR THIS ORDER
WILL CONSIST OF: 28 FLIGHT FILTERS AND 56 WITNESS SAMPLES. The
provisions and clauses in the RFQ are those in effect through FAC
97-10. The SIC code and the small business size standard for this
procurement are 3827 and 500, respectively. The quoter shall state in
their quotation their size status for this procurement. All qualified
responsible business sources may submit a quotation which shall be
considered by the agency. Delivery to GSFC is required before September
30, 2000. Delivery shall be FOB Destination. The DPAS rating for this
procurement is DO-C9. Quotations for the items(s) described above are
due by 4:30 pm EST on January 5, 2000, and may be mailed or faxed to
NASA Goddard Space Flight Center, Attention: Maria D. Hutcheson, Code
215, Greenbelt Road, Greenbelt, Maryland 20771 or faxed to (301)
286-1720 and include, solicitation number, FOB destination to this
Center, proposed delivery schedule, discount/payment terms, warranty
duration (if applicable), taxpayer identification number (TIN), cage
code, identification of any special commercial terms, and be signed by
an authorized company representative. Quoters are encouraged to use
the Standard Form 1449, Solicitation/Contract/Order for Commercial

December 27, 1999. Selection and award will be made on an aggregate
basis to the lowest priced, technically acceptable quoter. Technical
acceptability will be determined by information submitted by the quoter
providing a description in sufficient detail to show that the product
quoted meets the Government's requirement. Quoters must provide copies
of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with their quote. See above for

been appointed -- See Internet Note "B". Prospective quoters are not
required to notify this office of their intent to submit a quotation.
