A -- RESEARCH & DEVELOPMENT OF UPGRADE KITS FOR THE P-3 AIRCRAFT SOL N68335-00-R-0221 DUE 122999 POC Judith A. Dastis, Contract Specialist, (732) 323-7339 The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ intends to enter into negotiations with the sole source of supply, AAI Corporation, Hunt Valley, MD for the research and development of upgrade kits for AN/USM-449A(V) Automatic Test Equipment (ATE) in support of the P-3 Aircraft Program. The upgrade kits are required to address equipment obsolescence in existing AN/USM-449A(V) systems. As the designer, developer, and manufacturer of the AN/USM-449A(V) system, AAI Corporation is the only known source for producing these kits. The Government does not own the data, drawings, or technical specifications necessary to produce these kits or to conduct a full and open procurement. All responsible sources are encouraged to submit a proposal, which may or may not be used by the Government in determining whether or not to open this requirement to competition. This notice of intent is not a request for competitive proposals. However, all proposals must be received within fifteen (15) days. Responses should reference N68335-00-R-0221. A determination by the Government not to open this requirement to competition based on the responses received to this notice is solely within the discretion of the government. (SEE Note 22).
