plans to issue a Request for Offer (RFO) for two (2) complete
Permanent Magnet (PM) Synchronous Machines for an
energy-storage-flywheel development project called the Century
Flywheel. The objective of this project is to demonstrate technical
feasibility of energy flywheels for mid-sized low earth orbiting (LEO)
spacecraft in a laboratory setting. The Century Flywheel is sized at
approximately 400 watt-hours with a maximum operating speed set at
approximately 60,000 rpm. A conventional shaft mounted flywheel rotor
will be used to store this energy. The motor/generator rotor is to be
mounted upon the shaft of the main rotor. The machine shall be rated at
250W at 20,000 rpm, vacuum compatible, and passively cooled. Phase I of
the CFW project is to develop a low cost and low loss design. In
addition to the two machines to be installed into the Century Flywheel,
the Government requires two machines configured back-to-back for
stand-alone testing. Delivery is required 11 months after date of
contract award. Documentation shall also be required. The Government
does not intend to acquire a commercial item using FAR Part 12. See
Note 26. The SIC Code and Size Standard are 8731 and 500 employees,
respectively. The DPAS Rating for this procurement is DO-C9. The
provisions and clauses in the RFO and model contract are those in
effect through FAC 97-14. All qualified responsible sources may submit
an offer which shall be considered by the agency. The anticipated
release date of the RFO is on or about January 3, 2000 with an
anticipated offer due date of on or about February 3, 2000. An
ombudsman has been appointed -- See Internet Note "B". The solicitation
and any documents related to this procurement will be available over
the Internet. These documents will be in Microsoft Office Suite (Word
6.0, Excel 5.0, PowerPoint 4.0) format and will reside on a World Wide
Web (WWW) server, which may be accessed using a WWW browser
