NASA/GSFC plans to issue Request for Proposal (RFP)5-13654-255 for
support of a broad-based research program associated with geodynamics,
geophysics, and space geodesy within the Laboratory for Terrestrial
Physics. The draft RFP was synopsized on September 14, 1999 and was
released on November 9, 1999 for industry comment. This procurement
will be conducted via full and open competition. The SIC Code and Size
Standard are 7379 and M, respectively. The Government does not intend
to acquire a commercial item using FAR Part 12. See CBDNet Numbered
Note 26. The DPAS rating for this procurement is DO-C9. This effort
will support programs within Code 920, the Laboratory for Terrestrial
Physics, through instrument development; software development and
maintenance; data collection, archiving, and dissemination; scientific
data analysis; modeling and interpretation of data; reports and
presentations of scientific results; public outreach and education; and
associated t! echnical and administrative work. The work will also
support research experiments and investigations of an applications
nature using space techniques and capabilities. This procurement is a
follow-on effort, which consolidates contracts NAS5-32352, NAS5-32331
and portions of contracts NAS5-31760 and NAS5-32350. A five year basic
contract without options is contemplated. The contract type is
cost-plus-award-fee (CPAF) indefinite delivery, indefinite quantitiy.
The anticipated release date of RFP5-13654-255 is on or about December
23, 1999 with an expected proposal due date of February 9, 2000. The
provisions and clauses in the RFP are those in effect through FAC
97-14. The solicitation and any documents related to this procurement
will be available over the Internet. These documents will be in
Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format
and will reside on a World Wide Web (WWW) server, which may be
