plans to issue a Request for Offer (RFO) for two Common Drive Units
(CDU) on a sole source basis to TECSTAR, Electro Systems Division,
Durham, North Carolina. The CDUs are intended to be used on the Flight
Support System (FSS) for the upcoming Hubble Space Telescope (HST)
Servicing Mission SM3B, which is currently scheduled for May 2001. The
FSS is a maintenance platform used to berth the HST in the shuttle
cargo bay during servicing operations; the CDUs operate the critical
pivoter and rotator mechanisms that pivot and rotate the HST. The CDUs
must meet the stringent requirements of the CDU Statement of Work,
including delivery by November 2000 in order to support the SMB3 launch
schedule. The CDUs must be of dual torque design and compatable with
the existing FSS pivoter and rotator gear-trains. This procurement
includes an option for life testing. TECSTAR designed and developed the
dual torque CDUs for the HST FSS used on previous servicing missions.
The TECSTAR CDU is the only CDU that will meet the stated requirements.
Authority permitting other than full and open competition is Federal
Acquisition Regulation (FAR) 6.302-1, 10 U.S.C. 2304(c)(1), Only One
Responsible Source. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. See Note 22. Interested
organizations may submit their capabilities and qualifications to
perform the effort in writing to the identified point of contact not
later than 4:30 p.m. local time on December 30, 1999. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. An
Ombudsman has been appointed. See Internet Note "B". All qualified
responsible sources may submit an offer which shall be considered by
