The Dow Vision service, which is provided to the PTO through Dow Jones Interactive Publishing is a remote, third party database that consists of periodicals and news sources. The Dow Jones agreement gives the PTO access to "real time" news wire services and "pre-publication" periodicals. The period of performance for this acquisiton is through 09/30/2000. This acquisition is being conducted under guidance of FAR Part 13, Simplified Acquisition Procedures and subpart 6.302.1, Only one responsible source and no other supplies or services will satisfy the agency requirements.
