Senior Contracting Officer, (540) 983-1048 This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes a
formal Invitation for Bids (IFB 658-20-00) and a written solicitation
WILL NOT be issued. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-13. IFB 658-20-00 should be referenced on all bids. This
acquisition is 100% set-aside for Small Business Concerns. The Standard
Industrial Classification (SIC) Code for this procurement is 7629 and
the small business size standard is gross sales receipts NTE $5.0
million. The Contractor shall furnish all labor, test equipment,
cleaning materials, lubricants, and other necessary items to perform
testing, calibration, cleaning and maintenance of ninety-four (94)
overcurrent relays, six (6) directional overcurrent relays, and two
hundred ninety eight (298) circuit breakers at the VA Medical Center,
Salem, Virginia. The Contractor shall set protection of relays and
breakers according to the power study completed by CPS Electrical
Equipment Co. The testing and calibrations of the relays shall be
accomplished during the normal working hours of 8:00 a.m. to 4:30 p.m.,
Monday through Friday, excluding Federal Holidays. The circuit breaker
testing and calibration shall be accomplished during the hours of 3:30
p.m. through 12:00 a.m. (midnight), Monday through Friday, excluding
Federal Holidays. Federal Holidays observed are New Year's Day, Martin
Luther King, Jr.'s Birthday, Presidents Day, Memorial Day,
Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving
Day, Christmas Day, or any day so designated by the President of the
United States. All work shall be accomplished in accordance with
manufacturer's recommended practices but not limited to the following:
Relay testing, cleaning and calibration -- 1. Visually inspect all
components for damage, check for proper operation; 2. Inspect and clean
of dust, iron filings, or other foreign objects; 3. Perform insulation
resistance test; 4. Perform contact resistance test, clean contacts;
5. Inspect the zero time dial and establish minimum pick up time; 6.
Perform timing checks at 300% and 500%; 7. Inspect target operations
and instantaneous pickup shall be found; 8. Seal in pick up points; 9.
Tighten all connections and install relays with initial settings; 10.
Provide written report of findings of each relay tested to include
details of repairs and/or replacements made and any other
recommendations. Circuit breaker testing, cleaning and calibrations --
1. Closed contact resistance test with a resolution of one (1)
microhm; 2. Insulation resistance test in megohms; 3. Clean and
lubricate all moving mechanisms; 4. Perform 209 secondary injection
test of circuit breakers left in place; 5. Perform 68 primary injection
test of circuit breakers removed by Contractor and reinstalled by
Contractor once test is complete; 6. VA personnel will be on-site to
observe removal, installation and testing only; 7. Furnish report of
each breaker tested to include results of contact resistance in
microhms and insulation in megohms, instantaneous current, short time
delay, long time delay at the manufacturer's rating for the test, and
list C.T. tap settings where applicable. The Contractor shall take all
precaustions necessary to protect persons and property from injury or
damage during performance of this contract. Contractor shall be
responsible for any injury to himself, his employees, or others, as
well as for any damage to personal or public property that occurs
during contract performance that is the result of his or his employees
negligence. Contract performance period shall be sixty (60) calendar
days from contract award. Contractor shall notify the Supervisor,
Electrical Shop, three (3) weeks prior to commencing work so proper
scheduling can be accomoplished. This three (3) week notification
period is included within the sixty (60) calendar day performance
period. Bidders may look at the sites by contacting the Engineering
Office at (540) 982-2463, Ext. 2700 to schedule a walk-through. Bidders
shall provide a completed set of provisions with their bid found at FAR
52.212-3, Offeror Representation and Certifications-Commercial Items.
Provisions and clauses found at 52.212-1, 52.212-4, 52.212-5 apply. The
following FAR clauses and provisions are added by addendum: 52.219-6
Notice of Total Small Business set-Aside, 52.228-5 Insurance-Work on a
Government Installation and VAAR Clause 852.219-70 Veteran Owned Small
Business. Bidders may find the FAR provisions and clauses on the
internet at www.arnet.gov/far/ Contractor must be able to start work
immediately upon award. The acdeptance period for each bid is thirty
(30) calendar days. The bids are due at 2:00 p.m., EST on Friday,
January 7, 2000. The bid must be signed by an official authorized to
bind the bidder's organization. All bids should be submitted to:

Salem, Virginia 24153. Faxed bids will NOT be accepted. A public bid
opening will be held in Room 211, Building 74. Contractor must provide
evidence of insurance coverage prior to any work commencing. Posted
