Postal Service (USPS), Office of Inspector General (OIG) is in need of
a contractor to conduct a comprehensive review of worker's
compensation medical claims covered under the Federal Employees'
Compensation Act (FECA). In addition, where applicable the contractor
will review and analyze medical claims dealing with the Federal
Employees Health Benefits Program (FEHBP). The review will include
screening health care provider billings for potential improper coding
and billing practices. The contractor is expected to provider billings,
analyze codes, code combinations, and provide explanations and support
for identified problems. The selected contractor will perform a
comprehensive analysis of workers' compensation medical claims paid by
the U.S. Department of Labor, Office of Workers Compensation Programs
(OWCP), and where applicable FEHBP claims, for medical services
provided to USPS employees. This review is designed to identify
potential improper health care provider billing practicesresulting in
overpaid medical claims. All contractor personnel assigned to perform
work on this contract will be required to sign a Declaration of
Independence and Conflict of Interest Statement prior to start of
engagement. RFP will be issued on or about Monday, December 20, 1999.
