012800 POC Beth Brooks, 301-457-4421 The U.S. Census Bureau has a
requirement and intends to negotiate with the University of Maryland,
College Park, MD, on an other than full and open competition basis for
continued services to manage and develop educational programs in
survey methodology through the Joint Program in Survey Methodology
(JPSM), a consortium operated by the University of Maryland for the
period of February 1, 2000 through September 30, 2005. The services
will include but not be limited to: 1) the provision of a director and
faculty resources to give classroom instruction for JPSM courses; 2)
provision of administrative and computing staff to process and prepare
classroom materials, also to provide technical computing support; 3)
provisionof consortium management of the various university and
corporate entities providing resources fo the JPSM; 4) provision of
office, classroom, computer laboratory, meeting rooms and storage
spaces for required activities; 5) a compressed video classroom
containing an ITU H.320 compliant video system using an Ascend Inverse
Multiplexor with a still graphics capability; 6) offering of a minimum
25 semester-length graduate courses in survey methodology annually
including a survey practicum on proposed topics; 7) offering of
professional short courses on elementary, intermediate and advanced
topics in methodology; 8) building a national consortium of graduate
programs in survey methodology; 9) development of JPSM courses. The
Government has determined that the University of Maryland is the only
source who can provide the required services because of their inherent
knowledge and expertise of survey methodology and their past
organization and operation of the consortium of educational and
corporate entities in the Joint Program in Survey Methodology.

above described requirements should submit their capability and product
